VENDOR QUESTIONS AND ANSWERS
The following questions were received from industry and are answered below for all prospective offerors:
Q1: The diagram provided in the attachment indicates a load requirement of 78,750 lbs, but other documentation suggests a different capacity. Can you confirm the correct load capacity?
A1: The correct load capacity requirement is 16,000 lbs at 2000 PSI. The 78,750 lbs figure in the diagram is from a previous, unrelated requirement and should be disregarded, however the overall geometric layout should be approximately the same.
Q2: Is a specific bore size required for the actuator?
A2: No specific bore size is explicitly required, provided the actuator meets the 16,000 lbs load capacity. However, a 3.25" bore is suggested as appropriate.
Q3: Does the government require MIL-spec material certifications for this procurement?
A3: No, special material certifications (e.g., MIL-spec) are not required beyond standard DFARS compliance.
Q4: What type of CUI, if any, will be processed, stored, or transmitted during the performance of this contract?
A4: The exchange of Controlled Technical Information (CTI) is anticipated, which would include design drawings, hydraulic system specifications, overall system requirements, etc. Offerors must have a CMMC Level 2 (Self) certification or higher.
Q5: Is a Hydraulic Power Unit (HPU) expected to be delivered with these actuators?
A5: A mechanical locking device is desired due to the extended locking duration (up to 1 year), though a counterbalance valve either on the cylinder or elsewhere in the system can act as a sufficient backup option. An HPU is not required under this RFQ. The government is soliciting a requirement for an HPU under a separate contract action (refer to N6660426Q0421).

This is a combined synopsis and solicitation for commercial products prepared in accordance with
the format in FAR Part 12, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotations are being requested and a written
solicitation will not be issued. Incorporated provisions and clauses are those in effect through
the most current Federal Acquisition Circular.
Request for Quotation (RFQ) number is N6660426Q0410. This action is being solicited as a 100% small
business set-aside as concurred with by the Naval Undersea Warfare Center Division, Newport
(NUWCDIVNPT) Office of Small Business Programs (OSBP). The North American Industry Classification
Systems (NAICS) code is 333995 - Fluid Power Cylinder and Actuator Manufacturing; the size standard
is 800 employees. The Product Service Code (PSC) is 3442, Hydraulic and Pneumatic Presses, Power
Driven.
NUWCDIVNPT intends to award a purchase order for Linear Actuator, Hydraulic Powered, in accordance
with (IAW) the Government’s minimum specifications provided as Attachment 1 to this solicitation. The
contractor shall submit a FFP for the items as identified below:

Required Delivery: 30 November 2026
Required Delivery is F.O.B. Destination, Naval Station Newport, Rhode Island. Offerors shall
include shipping charges included in the price of the units, if applicable, and best delivery date.
Payment will be made through Wide Area Workflow (WAWF)
In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier
(UID) for all delivered items for which the Government’s unit acquisition cost is $5,000.00 or more.
The Government intends to award a single, FFP purchase order to the eligible, responsible offeror
whose offer represents the lowest price technically acceptable quote. In order to be determined
technically acceptable, offeror shall:
1. Quote the required items in the required quantities.
2. Submit detailed specifications with its quote for the Government’s evaluation.
3. Have a CMMC Level 2 (Self) or higher.
The Government will also consider past performance information where negative information within
SPRS may render a quote being deemed technically unacceptable.
The CMMC level required by this RFQ is: CMMC Level 2 (Self). This CMMC level, or higher (see 32 CFR
part 170), is required prior to award for each contractor information system that will process,
store, or transmit Federal contract information (FCI) or controlled unclassified information (CUI)
during performance of the contract. See Provision 252.204-7025 and Clause 252.204-7021, included in
this RFQ.
The Offeror shall provide, in its offer, the CMMC unique identifier(s) (CMMC UIDs) issued by SPRS
for each contractor information system that will process, store, or transmit FCI or CUI during
performance of the contract resulting from this RFQ.
