Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price contract to Jane’s Group US LLC, located at 1500 Wilson Blvd, Ste 640, Arlington VA 22209-2458. Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is for a database that provides high quality, timely, reliable, validated, unbiased, and relevant open-source defense intelligence.

The minimum technical requirements for the database subscription are as follows:

The contractor shall provide the following database programs:
- Defense Equipment and Technology (JDET) includes equipment profiles, specifications, capability assessments, tracking of developments and innovations, and comparison tools that supports research in the engineering and applied sciences, in the Dept.
of Defense Management (DDM), and in the Consortium for Robotics and Unmanned Systems Education and Research (CRUSER) Program
- Defense Industry and Markets (JDIM) provides industry data, budget, market, forecasts, analysis, and intelligence by country, supporting the DDM and Defense Analysis (DA) department.
- Terrorism and Insurgency Centre (JTIC) provides threat intelligence in the areas of national security: country risk, military capabilities (including Structured Orders of Battle), terrorism and insurgency (including the Global Events database, updated daily; and terrorist group profiles); and chemical biological, radiological, and nuclear (CBRN) threats. The data, analysis, and insights support the Center for Homeland Defense and Security (CHDS); National Security Affairs, DA department, and the DDM.
- Country Intelligence (OL) delivers unrivalled defense insights covering 197 countries in the recognized Political, Military, Economic, Social, Information, and Infrastructure (PMESII) framework, enabling organizations in the defense industry to do the following:
- Track defense budgets, production, spending, and military capabilities globally
- Identify emerging risks and opportunities worldwide.
- Stay up-to-date with the latest global defense news and developments

In addition, the databases must support the following single sign-on authentication providers:

Central Authentication Service (CAS 2)
2. EZproxy

The anticipated award date of this action is on or before 10 April 2025. The applicable NAICS code is 519210 - Libraries and Archives.

This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that contains convincing evidence that clearly demonstrates the capability to provide the required database programs. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government.
A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.

Capability statements are due by 12:00 PM Pacific Standard Time (PST), March 19, 2025. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to Noni Arcilla at the following email address at: noni.p.arcilla.civ@us.navy.mil
