Summary

The City of Pasadena Water and Power Department (“PWP” or “City”) is seeking professional services from one or more qualified firms to provide on as of need basis engineering services, including civil, structural, mechanical, electrical, instrumentation, and chemical services to support the plant engineering section to ensure reliable operation of power generating units located at the City’s Power Plant located in Pasadena and Azusa, California, as outlined in this Request For Proposal ("RFP")

Background

The PWP Power Supply Engineering Section is managed by the Plant Manager who reports to the Assistant General Manager of the Power Supply Business Unit. The discipline and number of engineers under this engineering section are one principle mechanical engineer, one electrical engineer, currently vacant, one assistant/ associate engineer and one civil/environmental engineer. The main responsibilities of the engineering group are implementation of power plant capital improvement projects, and providing engineering support for operation and maintenance activities at the thermal and hydroelectric plants.
Unless temporarily changed by the General Manager, the engineering staff works a 9/80 schedule wherein the working time from Monday through Thursday is nine hours and eight hours on Friday, with every other Friday as a non-working day.

Location of Services
Location of the services covered by this Request for Proposal is the Glenarm Power Plant, 85 East State Street, Pasadena, California and other potential sites in the City of Pasadena.

Glenarm Power Plant Generating Units
Pasadena’s Glenarm Power Plant consists of four simple cycle gas turbines; GT-1, GT-2, GT-3, GT-4 and combined cycle GT-5. Units GT-1 and GT-2 are rated 26 MW each. Units GT-3 and GT-4 are rated 47 MW each. Unit GT-5 total capacity is 68 MW.

Broadway Power Plant
Pasadena’s Broadway Power Plant consists of retired steam Units B1, B2, B3. This site may also require some engineering services in the future on as of need basis.

Azusa Hydroelectric Plant
Azusa Hydroelectric Plant consists one Unit rated 3 MW.
