Roy City Parks and Recreation
- REQUEST FOR PROPOSAL –
Roy Recreation Complex Custodial Services

Introduction
Roy City Parks and Recreation is seeking proposals from qualified providers to provide comprehensive janitorial and sanitation services at the Roy Recreation Complex. The selected vendor will be responsible to assist facility staff to maintain a clean, safe, and hygienic environment for members, staff, and visitors.
Facility Overview
  • Location: 2150 West 4700 South Roy, Utah 84067
  • Size: 26,000 square feet
  • Areas Included:
  • Aerobic room
  • Basketball court
  • Hallways and stairwells
  • Indoor track
  • Locker rooms (restrooms, showers, toilets, urinals, and sinks)
  • Offices and staff areas
  • Pool bleachers
  • Reception and lobby
  • Weight room
  • Raquetball courts

Bidders are responsible to visit the site and observe the facility conditions. Site visits can be arranged by contacting Contract Administrator, Ryan Britt (see section 9).

Scope of Services
The selected contractor will be responsible for providing all labor and supervision necessary to perform the below listed service tasks. Cleaning services to be conducted six days a week, during facility closure times.

Daily Cleaning Tasks:
Clean and sanitize locker rooms, restrooms, and showers
Sweep, use cleaning machines, and vacuum all flooring surfaces including basketball court and pool bleacher area
Empty all trash and recycling receptacles
Clean mirrors and glass
Clean and sanitize all high-touch surfaces
Restock consumables (soap, paper towels, toilet paper, etc.)

Weekly Cleaning Tasks:
Deep clean locker rooms and showers
Dust vents, ledges, and fixtures
Polish floors as appropriate
Clean upholstery and mats
Wash and clean walls
Wash and clean all windows

Monthly/Periodic Tasks:
Power-wash all applicable floors, restrooms, lobby and stairwell
Carpet deep cleaning
High dusting and detailed cleaning of hard-to-reach areas

Contractor Qualifications
Vendors must demonstrate:
  • Experience cleaning fitness centers, gyms, or similar high-traffic facilities
  • Proper licensing and insurance (general liability, workers’ compensation)
  • Strong references from comparable clients
  • Trained and supervised staff
  • Ability to meet scheduling and quality expectations consistently
Proposal Requirements
Proposals should include:
  • Company overview and experience
  • Detailed cleaning plan and proposed schedule
  • Staffing model and supervision structure
  • List of cleaning products and equipment used
  • Pricing proposal
  • References (minimum of 2)
  • Proof of insurance and certifications
    • Roy City to be added as additional insured by awarded vendor
Evaluation Factors
Roy City will evaluate proposals based on the following factors:
  • Proof of successful experience in similar accounts
  • Ability to provide required services
  • Compliance with the specifications
  • Comprehensiveness of submitted proposal
  • Price considerations

Contract Term
The initial contract term under this RFP will be one year, August 1, 2026 to July 31, 2027, with the option to renew up to two (2) additional one-year terms, subject to performance and mutual agreement.

Proposal Deadline

The deadline for submitting proposals is Wednesday, July 8, 2026, at 5:00pm.  Submit completed proposal and any supporting documents to the Roy Recreation Complex in person, by mail, or email.

Contract Administration

All questions related to this project prior to the proposal deadline, shall be directed to Ryan Britt, Roy City Aquatics Maintenance Superintendent,  at 801-940-1655.

General Provisions

  1. No Representation or Warranty. It is the responsibility of each respondent to carefully examine this RFP and evaluate all of the instructions, circumstances, and conditions which may affect any proposal. Failure to examine and review the RFP and other relevant documents or information will not relieve respondent from complying fully with the requirements of this RFP. Respondent’s use of the information contained in this RFP is at the respondent’s own risk and no representation or warranty is made by the City regarding the materials in the RFP.
  2. Cost of Developing Proposals. All costs related to the preparation of the proposals and any related activities are the sole responsibility of the respondent. The City assumes no liability for any costs incurred by respondents throughout the entire selection process.
  3. Equal Opportunity. The City is committed to ensuring equitable and uniform treatment of all respondents throughout the advertisement, review, and selection process. The procedures established herein designated give all parties reasonable access to the same fundamental information.
  4. Proposal Ownership. All proposals, including attachments, supplementary materials, addenda, etc., will be retained as property of the City and will not be returned to the respondent.
  5. Modification of RFP. The City reserves all right to cancel or modify the terms of this RFP and/or the project at any time and for any reason preceding the execution of a contract. The City will provide written notice to respondents of any cancellation and/or modification.
  6. Financial Responsibility. No proposal will be accepted from, or contract awarded to, any person, firm, or corporation that is in arrears to the City, upon debt or contract, or that is a defaulter, as surety or otherwise, upon any obligation to the City, or that may be deemed irresponsible or unreliable to the City. Respondents may be required to submit satisfactory evidence demonstrating the necessary financial resources to perform and complete the work outlined in this RFP.
  7. Owners’ Rights Reserved. The City reserves the right to reject any or all proposals, to waive any informalities in a proposal, to request clarification or additional information, and to make awards in the best interest of the City. Award of contract will be at the City’s discretion based on their evaluation of the proposal best determined to suit the city’s needs.
  8. Disclosure of Proposal Content. All responses, inquires, and correspondence relating to this RFP and all reports, charts, displays, schedules, exhibits, and other documentation produced by the off error that is submitted to the City, as part of the proposal or otherwise, shall become the property of the City when received by the City and may be considered public information under applicable law. The Government Records Access and Management Act, (“GRAMA”) states that certain information in the submitted proposal contained in its proposal protected from such disclosure, the respondent may request such treatment by providing a “written claim of business confidentiality and a concise statement of reasons supporting business confidentiality” with the proposal. Blanket claims that the entire RFP is confidential will be denied. The City cannot guarantee that any information will be held confidential.
