Title: On-Call Saw Cutting and Core Drilling
Addenda: 0
Release Date: 7/8/2026
Due Date: 7/30/2026
The City of Palo Alto Utilities Department, Water Gas Wastewater Operations Division requests bids for a 5-year contract for on-call saw cutting pavement and core drilling services. The City intends to issue a Blanket Purchase Order for the purchase of services on an as-needed basis. The annual contract amount is not to exceed $400K per year. The service will be used to support construction activities (such as installation of new utility services and abandonment of existing utility services) performed by Utilities Operations. Actual work quantities, based on operational needs, will significantly differ from the bid quantities.
The Contractor shall provide labor, equipment, and materials required to saw cut pavement or core drill at various locations within the City. Measurement for payment will be made per linear foot (L.F.) of pavement saw-cut or per each core drill performed. The price will be full compensation for the work, inclusive of labor, equipment, materials, traffic control, cleaning, traveling to and from each job site, transportation, fuel, invoicing, and all other incidentals required to complete the saw cutting or core drilling work in accordance with all requirements.
WGW Operations is responsible for maintaining water, gas, and wastewater infrastructure which
includes but is not limited to repairs, replacements, cleaning, and inspecting. WGW Operations has
contracted on-call saw cutting and core drilling services for many years as it has proven to be very
beneficial. Depending on the job site, a 2–5-person crew might be necessary to complete a saw
cutting job which can be a very time-consuming task. On-call saw cutting contracts allow the
Department to focus more on maintaining the City’s infrastructure rather than prepping the job site
via saw cutting. Contracting these services has proven to be very efficient and allows the WGW
Operations crew to do more specialized tasks in the field.
