INVITATION FOR BID
The Pueblo County Board of County Commissioners and the Pueblo West Metropolitan District Board are
seeking proposals for the following work:
RFQ/IFB 25-40 Desert Hawk Golf Course Pro Management
SCOPE OF WORK
(Note- this is not a Request for Proposal (RFP). Selection for this work will be done after evaluation of letters
of interest followed by interviews conducted by the Desert Hawk Golf Course Board, or their designees.]
Pueblo County Government and the Pueblo West Metropolitan District are soliciting proposals from qualified
golf management professionals/firm or agency for the professional management of the Desert Hawk Golf
Course which operates in Pueblo West, within Pueblo County Colorado. Desert Hawk Golf course is a joint
investment by Pueblo County Government and the Pueblo West Metropolitan District and overseen by a
Management Board appointed by both parties.
Desert Hawk Golf Course is located in Pueblo West, Colorado. It is a beautiful 18-hole golf course with a
proshop, clubhouse, dining facility and practice areas with a full-length driving range.

Pueblo County is one of the 10 largest counties in Colorado, with a population of approximately 170,000 and
Pueblo West is a vibrant and the fastest growing community within the county. Pueblo is known for many
wonderful qualities to include an amazing community with a rich history, a great cost of living, the oldest
ongoing high school football rivalry west of the Mississippi, the best green chile, and over 300 days of sunshine!
In this contracted role the selected individual/firm or agency will be responsible for the entire golf operation
and excellent experience of every guest at Desert Hawk Golf Course. This includes, but is not limited to, league
and tournament scheduling, golf lessons, staff management and training, proshop and restaurant management,
inventory management, golf cart rentals and service, community engagement, and compliance with Pueblo
County Government policies and procedures.
Responding parties must have:
Experience:
Minimum of 3-5 years of documented, progressive management experience in a golf course,
club, or hospitality/recreation setting.
Demonstrated experience managing a golf operation that includes a Pro Shop, Food & Beverage
services, and tee time/event scheduling.
Education:
Bachelor's Degree in Business Administration, Golf Course Management, Hospitality
Management, or a closely related field OR a combination of education and an additional 4 years
of relevant, high-level experience.
Skills/Knowledge:
Proven financial management and budgeting expertise (e.g., preparing annual budgets,
managing P&L, inventory control).
Strong knowledge of golf course operations and rules (e.g., pace of play management,
tournament coordination).
Working knowledge of agronomy or turf management principles, sufficient to effectively
collaborate with the Golf Course Superintendent.
Excellent interpersonal and public relation skills, communications skills to include social media
and email marketing; demonstrate enthusiasm, self-motivation and initiative.
Technical:
Proficiency with golf course management software (e.g., tee sheet, POS, and budget/inventory
systems).
To submit a proposal, interested applicants shall submit a letter of interest along with a resume, c.v., or
other summary of education and work experience. The letter of interest should indicate why the applicant
is interested in performing work and how her/his/their prior work experience qualifies them to
satisfactorily perform such work.
Proposals will be received from the time this RFQ/IFB is published (December 11, 2025 ) until *2:00*. (MDT)
(our clock) on (January 8, 2026).

CO 81003 or submitted electronically at purchasing@pueblocounty.us. The subject line of any emailed
response must be clearly marked “Request for Qualifications/Invitation for Bid, RFQ/IFB No. 25-40 Desert
Hawk Golf Course Pro Management”. Proposals received after the time and date stated above will not be
considered.
Bids which are received after the time and date stated above will not be considered, and any bid so received
after the scheduled closing time and date mentioned above shall be returned to the submitting firm
unopened. For electronically submitted bids, the date and time listed in the Outlook Inbox for the above-
referenced email address will be the official date and time of when a bid was received.
