JEDI Zone Facade Improvement Environmental Testing

The JEDI Zone Façade Improvement Program, managed by the City of Los Angeles Economic and Workforce Development Department (EWDD), provides grant funding to small businesses in underserved commercial corridors for exterior renovations. Funded through Community Development Block Grant (CDBG), General Fund and ARPA sources, the program supports visual improvements such as painting, lighting, signage, and ADA upgrades to enhance storefronts and stimulate local economic recovery. With up to $4.5 million in combined funding, the program aims to complete approximately 60 façade projects across designated JEDI Zones, strengthening small business visibility and neighborhood appeal.
Because the program uses federal HUD funds, all projects must undergo an environmental review process in accordance with NEPA and 24 CFR Part 58. While most improvements qualify for categorical exclusion due to their limited environmental impact, each site must complete a Tier 2 review that addresses factors such as hazardous materials and historic preservation. Reviews may require public notices and site inspections, depending on project specifics, with timelines ranging from 5 to 60 days. This ensures that revitalization efforts are both community-driven and compliant with environmental regulations.
