Description

The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to Specim, Spectral Imaging OY LTD (CAGE: A338G / UEI: C98KHMAN51P7) for the purchase of one (1) Longwave Infrared (LWIR) Hyperspectral Camera manufactured by Specim, Spectral Imaging OY LTD.





The ERDC GSL is engaged in an ongoing force protection research focused on characterizing and assessing the signatures and vulnerabilities of US Army assets through high-fidelity physics-based geo-environmental modeling. Validation and verification of existing models is critical for ensuring the efficacy and robustness of data. Imagery must be captured and saved in a non-proprietary format to ensure that it can be directly used in ERDC code and workflow. Additionally, the camera must support multiple Regions of interest (mROI) of non-adjacent spectral signals which allows the camera to be treated as a tunable sensor (similar to applying a wavelength filter on a standard broadband IR camera). Must be able to implement this feature from either the software or hardware. The longwave infrared (LWIR) hyperspectral camera and associated accessories manufactured by Specim is the only known equipment that can meet the ERDC’s requirement. Additionally, researchers at the ERDC already use a Specim FX-10 VNIR hyperspectral camera and therefore have the requisite software to run the new LWIR sensor and process/analyze any data. This leads to project cost savings (time and fiscal) in procuring new software. Specim is the only known vendor capable of meeting the government’s requirement.





The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 333310, Commercial and Service Industry Machinery Manufacturing, with a size standard of 1,000 employees. This notice of intent is for information purposes only.





This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.





Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
