REQUEST FOR PROPOSALS
Project Title: Dry Cleaner Clearance Project
Owner: Union County, SC
Union County is seeking proposals for environmental engineering services for the Dry Cleaner Clearance Project,
which will include brownfields plans / reports, preparation of plans and specifications, procurement of asbestos
abatement and clearance contractor(s), procurement of air monitoring services, clearance management, and
communication and engagement. All submissions must be received no later than 12:00 p.m. on Tuesday, May 5,
2026. The Request for Proposals in its entirety can be viewed by contacting Eleanor Mixon, contact information

Proposals should be sealed, clearly marked “Dry Cleaner Clearance Environmental Engineer,” and mailed or
delivered to:

Union County will award a contract to the highest ranked, responsive and responsible offeror whose offer is
determined to be the most advantageous to the County.
This project will be funded in part by the South Carolina Department of Commerce, Business Incentives and
Community Development, under the Community Development Block Grant Program (CDBG). It will be
administered by the Catawba Regional Council of Governments. Federal requirements will apply to the contract.
CDBG Contract Special Provisions will be included as part of any contract resulting from this solicitation. The
selected environmental engineer and other firms associated with the engineer are required to be registered in
the federal System for Award Management prior to award of the contract and are to maintain an active
registration for the duration of the project.
The selected engineer also must comply with Title VI of the Civil Rights Act of 1964. Minority Businesses (MBEs),
Disadvantaged Business Enterprises (DBEs), and other small businesses shall have the opportunity to compete
fairly in contracts financed in whole or in part with public funds. Union County encourages participation by
small, minority, and disadvantaged businesses. Proposal submittals from Section 3 and minority-, veteran-, and
women-owned businesses are encouraged.
