Description
Oregon State University intends to contract for the provision of weather and climate data-driven models and model interface website construction from Dan Upper as a sole source because of the uniqueness (design, capability, nature) of the goods and the contractor being the single provider of the goods. Contractor must have skills and extensive experience in programming and software engineering in Perl, GRASS GIS (and relating experience in geographic programming tools such as GDAL-OGR and PostgreSQL), Linux (BASH, systems administration and security, Apache web server), Python, R, Javascript, CSS, Spatial data processing, mobile-device capable apps, and problem solving and algorithm development. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
