The associated North American Industry Classification System (NAICS) code is 513210 - Software Publishers with a small business size standard of $47,000,000. The associated Product Service Code (PSC) is 7A21 - IT and Telecom - Business Application Software (Perpetual License Software). The US Environmental Protection Agency (EPA) has a requirement for continuation of services under the current contract, 47QTCA19D00K9, task order number 68HERD24F0062, which is set to expire on 06/30/2025. The decision has been made to not seek a follow-on services contract at this time. Due to the critical nature of the services provided under this contract it cannot lapse. Therefore, the EPA intends to negotiate on a sole source basis with Plateau Software, Inc., located at 2701 Prosperity Avenue, Suite 205, Fairfax, VA 22031, to extend the task order for one (1) month. This short-term extension is necessary to legally access the software and meet National Archives and Records Administration (NARA) records retention requirements. The data within the system needs to be relocated to a secure location where individuals can retrieve their presorted data. This extension will allow for an orderly download of the data, conduct quality control measures, and ensure the proper restrictions are in place for users to access only their data. During this extension, Plateau Software, Inc. will continue to provide licensing to the Webcass Commercial Off-The-Shelf (COTS) software for the operational use of the mobile field inspection software solution for multiple media programs (“Smart Tools”) for the agency in accordance with the current task order. Plateau Software, Inc. is best suited for continuing to provide the required licensing with full rights to the product, technical support, and documentation for this one (1)-month extension. Their existing infrastructure, personnel, and supplies are already in place, ensuring continuity of services for the agency and its co-regulators. Given the short period of performance contemplated, the Government believes, that transitioning this workload from Plateau Software, Inc. to another contractor would likely result in reduced services, increased costs, and unnecessary risks to the Government. This is not an attempt by the Government to limit competition to the incumbent contractor but to ensure that there is no lapse in services. The intent of this notice is to state the Government’s intention to award this extension on a limited source basis and to determine if any other source(s) exist; and, therefore, no solicitation is available. In accordance with FAR Part 5.207(c)(16)(ii), all responsible sources who believe they can provide the required service should fully explain their capabilities and qualifications in writing and must submit itemized pricing sufficient to determine that competition is feasible. Submissions should be made via Sam.Gov, by June 26, 2025. The Government reserves the right to determine whether to proceed with competition based upon responses to this notice. This NOI is for informational purposes only and is not a Request for Quotation (RFQ). No contract will be awarded based on offers received in response to this NOI and, no reimbursement will be made for any costs associated with providing information in response to this NOI. All related notices, amendments, and information regarding this procurement will be posted on the Sam.Gov website at: www.sam.gov.
