SECTION I
CALL FOR BID
The City of Oak Harbor will receive sealed bids for Well No. 9 Drilling and Testing at the City
of Oak Harbor, 865 SE Barrington Drive, Oak Harbor, Washington 98277, up to 2:00 pm
(PST) on Tuesday, September 15, 2026.
Contractors are invited to submit bids for the Well 9 Drilling and Testing Project in Oak Harbor,
Washington. The work will consist of developing a new emergency groundwater supply at Well
9. The City requires the construction of a new well to replace existing Well 9 on the same
parcel.
All bidding and construction are to be performed in compliance with the Contract Provisions and
Contract Plans for this project, and any addenda issued thereto that are on file at the office of the
City Clerk, City Hall, Oak Harbor, Washington. Construction Cost Estimate is $180,000-
$220,000.00.

The Proposals will be publicly opened and read aloud shortly after the time and date stated
above. Proposals are to be submitted only on the form provided with the Bid Documents. All
Proposals must be accompanied by a certified check, postal money order, cashier's check, or
Proposal bond payable to the "City of Oak Harbor" and in an amount of not less than five
percent (5%) of the total Proposal amount.
The Owner reserves the right to reject any or all bids, to waive irregularities or informalities in
the bid or in the bidding, to accept any alternate bids, and to make such award that it deems to be
in its best interest and pursuant to the terms of the General Conditions. The Owner intends to
award a contract to the lowest responsible and responsive bidder.
The City of Oak Harbor in accordance with Title VI of the Civil Rights Act of 1964, (78 Stat.
252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will
affirmatively ensure that in any contract entered into pursuant to this advertisement,
disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in
response to this invitation and will not be discriminated against on the grounds of race, color, or
national origin in consideration for an award.

INSTRUCTIONS TO BIDDERS
Well 9 Drilling and Testing
1. Bid due date will be Tuesday, September 15, 2026, at 2:00 p.m. (PST)
2. All bids must be sealed in an envelope and plainly marked on the outside of the envelope,
"Bid for Well No. 9 Drilling and Testing." The envelope shall bear the Bidder's name and

8. The City of Oak Harbor reserves the right to consider delivery time, to reject any and/or all
bids, to waive any informalities in the bidding and to accept the best and most satisfactory
bid.
9. The City reserves the right to waive individual specifications if it is satisfied that the bid
otherwise meets the performance standards set by these specifications.
10. No bidder may withdraw his bid for a period of sixty (60) days after the date set for bid
opening.
11. Proposals must include the unit process and/or lump sum price bid must be shown in the
unit price and total price provided.
12. The proposal signature sheet must be filled in and signed by the bidder.
13. All Addenda must be signed and accompany the proposal.
14. A bid bond, certified check, cashier's check, or cash in the amount of five percent (5%) of
the Total Bid must be included.
15. The Non-Collusion Affidavit and the Anti-Discrimination Affidavit must be
signed,certified, and included.

16. The Contractor Certification of Wage Law Compliance must be signed and included.
17. The Statement of Bidder's Qualifications must be completed, signed, and included.
18. The bidder awarded will be required to sign the City of Oak Harbor Small Public Works
Contract. An example has been included.

SECTION IV
DETAILED MINIMUM SPECIFICATIONS: WAC 173-160
SPECIFICATIONS: Specifications are to be met or exceeded.
EXCEPTIONS: The bidder must list any exceptions (major minor) to the specifications. The
bidder must prove "an equal," in writing with citation(s). The information must be in the bid
package and cannot be supplied later.
Well 9 Replacement - Drilling and Testing Specific Requirements
The City of Oak Harbor (City) is developing a new emergency groundwater supply at its Well 9
site. The City requires construction of a new well to replace existing Well 9 on the same parcel
as shown on the attached Exhibit B - Site Map, Vicinity Map. Drilling will consist of
advancing a temporary 16-inch-diameter steel casing to a depth of 20 feet to create a sanitary
seal and a permanent 12 inch-diameter casing to a maximum depth of 202 feet, depending on
aquifer characteristics identified during drilling. The boring will be completed with a wire-
wrapped stainless steel well screen either as a naturally developed well or with a sand filter pack
depending on aquifer characteristics identified during drilling. The City's representative, RH2
Engineering, Inc. (RH2) will observe drilling and testing activities and will provide a well screen
design for the Contractor.
The well may be drilled with rotary or cable tool methods. If air rotary drilling is used, the
contractor shall supply and operate a vortex soil sampling device to aid in soil sample
identification. The selected method must be capable of reaching the target depth, retrieving
representative samples of aquifer materials as drilling proceeds, and constructing the new well.
The existing Well 9 well log indicates that a sand aquifer occurs at depths ranging between 180
to 243 feet below ground surface (bgs). Static groundwater level within the aquifer occurs at
approximately 180 feet bgs. Layers of dense glacial till, and clay overlie the sand aquifer.
Well driller log for existing Well 9 and nearby City wells 8 and 11 are attached in Exhibit A -
City Well Logs.
All well drilling and construction shall comply with WAC 173-160.
Final drilling depth will be determined based on observations by RH2. Actual quantities will be
determined in the field by RH2 as the work progresses and will be paid according to the
Schedule of Prices in the bid forms and described in the Measurement and Payment section
below. Well screen dimensions will be selected based on drilling observations and grain-size
analysis of representative aquifer materials. The well screen dimensions will depend on the
characteristics of the aquifer encountered during drilling. The well will be developed using
mechanical surging and pumping methods until the well water discharge is free of sediment.
