TERMINAL EXPANSION
The City of Pensacola is requesting sealed statements of interest and qualifications from
professional design-build teams experienced in providing professional commissioning
agent services for the Pensacola International Airport.
Sealed and complete hardcopy qualifications with original or electronic signature, and
one complete and identical electronic copy (PDF) on flash drive or CD, must be
received no later than September 24, 2026, 2:30 P.M., Central time, at the following
location:

The OUTER FACE of the sealed submittal package shall identify the respondent, the
solicitation title, and the solicitation number (whether hand-delivered, mailed, or via
UPS/FedEx or other courier service). Submittals received after closing time will not be
accepted. Multiple submittals from the same entity will not be accepted.
Alternatively, electronic submittals may be submitted to OpenBids/Demandstar or Central
Bidding. Both sites require registration and varying fees for notifications and document
downloads.
Those submittals received will be opened and publicly acknowledged the following
business day (September 25, 2026, 10:00 A.M., Central time) via Microsoft Teams at the
following link*: Microsoft Teams submittal opening.
The solicitation will be posted to the City's website at
www.cityofpensacola.com/bids.aspx. Addenda will be posted to the City's website.
Bidders are responsible for obtaining addenda and are advised to check the
website frequently. There is no cost to view or download documents from the City
website.

A Notice of Intent will be issued to respondents. This begins the protest period. Failure to
file a protest within the time prescribed in section 120.57(3), Florida Statutes, or failure to
post the bond or other security required by law within the time allowed for filing a bond
shall constitute a waiver of proceedings under chapter 120, Florida Statutes.

GENERAL INSTRUCTIONS
A. The City reserves the right to hear oral presentations. Companies responding to
the solicitation must be available for formal presentations/interviews to the
Selection Committee.
B. Submittals should respond to each item noted in the Submittal Format and
Evaluation Criteria in the order noted. Identify responses with the same paragraph
notation as this RFQ.
C. Submittals must be typed or printed in no less than 12 point font. All corrections
made by the respondent prior to the opening must be initialed and dated by the
respondent. No changes or corrections will be allowed after submittals are opened.
D. Any addendum issued will be made available on the City's website at
http://www.cityofpensacola.com/bids.aspx. Interested bidders are advised
to check the site frequently.
E. The City of Pensacola is not liable for any costs incurred by any interested party
in responding to this RFQ.
F. By responding to this RFQ you are giving permission to the City to contact anyone
you name as an associate, client, sub-Consultant or reference to confirm
information provided.
G. No Contingency Fees: By responding to this solicitation, each Respondent
warrants that it has not and will not employ or retain any company or person, other
than a bona fide employee working solely for the company, to solicit or secure an
agreement pursuant to this solicitation and that it has not and will not pay or agree
to pay any person, company, corporation, individual or company, other than a bona
fide employee working solely for the company, any fee, commission, percentage,
gift, or other consideration contingent upon or resulting from the award or making
of an agreement.
Qualification Documents
Sealed qualifications must be submitted in the format outlined as part of these Instructions
and General Specifications. Qualification documents include at a minimum:

* Acknowledgement of addenda
Modification of Qualification Documents
Notwithstanding anything else stated herein, the City reserves the right to modify the
qualification documents, including the Agreement, by issuing addenda to be posted on
the City's website.
Contract Inclusions
These instructions, specifications, and statements accompanying the qualification, and
the qualification itself, shall be included in the Agreement that will be entered into for this
service.

PURPOSE
The selected firm will provide comprehensive Owner's Representative and Project
Management services for the Airport Terminal Expansion and Modernization Program
and related enabling projects, including the Packaged Chiller Building. The consultant will
serve as the Airport's trusted advisor, ensuring that project objectives related to safety,
operational continuity, passenger experience, budget, schedule, quality, sustainability,
and regulatory compliance are achieved while minimizing impacts to ongoing airport
operations.
The construction will begin in 2027, with a target completion date of 2028.
SCOPE OF SERVICES
The Construction Project Manager (CPM) shall act as the Airport's representative for
overall management, coordination, and administration of the construction program
associated with the concourse expansion and related enabling projects.
Services shall include:
Construction Program Management
* Provides overall leadership and coordination of multiple projects to manage scope,
schedule, budget, stakeholder coordination, program controls, and successful
delivery of the overall construction program.
Project Management
* Provides day-to-day management of individual projects, including coordination
with designers and contractors, schedule and budget monitoring, contract
administration, issue resolution, and project reporting.
Minimum Qualifications of Consultant
* Demonstrated experience providing construction project management, or
construction representative services for airport projects.
* Experience managing projects involving multiple stakeholders, contractors, and
consultants.
* Familiarity with applicable federal, state, and local regulations, permitting
requirements, and funding programs.
* Personnel shall possess appropriate professional credentials, certifications, or
relevant industry experience commensurate with the services provided.
* Experience with active airport environments and federally funded projects is
preferred.

SUBMITTAL FORMAT & EVALUATION CRITERIA
The selection criteria and points that will be used in ranking the submittals are noted in
Section B. below. Submittals shall be limited to five (5) single-sided 8 12 x11" pages.
Page count EXCLUDES the cover, cover letter, table of contents, section dividers,
attached audits and any City-provided form(s).
An Authorized Representative of the firm shall sign submittals. All information requested
must be submitted. Failure to submit all information may result in a lowered evaluation
score of the submittal. At its discretion, the City may waive minor discrepancies or reject
submittals substantially incomplete or lacking key information.
A. Format
Interested firms shall submit one (1) sealed and complete statement of qualifications
(SOQ) with original or electronic signature. If submitting a hardcopy, it must be
accompanied by one (1) complete and identical electronic copy (PDF). The SOQ shall
be limited to FIVE (5) singlesided 81/2" x 11" pages with a minimum font size of 12
(the 5 pages do not include the M/WBE Utilization form and Unauthorized Alien
Employee Affidavit and Signature Sheet of Memorandum of Understanding with
Homeland Security for EVerify) or City-issued forms.
NO OTHER MATERIAL WILL BE ACCEPTED - THIS INCLUDES A COVER SHEET
OR COVER LETTER, COPY OF CERTIFICATIONS, REGISTRATIONS, etc. SOQ
shall be bound by a single staple and shall not be bound in any other manner. If
additional information is included in the Statement of Qualifications, it will be removed
from the SOQ before distribution to the Selection Committee members.
B. Evaluation Criteria
Proposals will be evaluated using the criteria below for a total possible score
of 100 points.
* Relevant Experience - 25%
* Key Personnel Qualifications - 25%
* Project Understanding and Approach - 40%
* References and Past Performance - 10%
C. Evaluation
A selection committee will rank the submittals using the evaluation sheet for the written
submittals. Based upon the written submittals, the City reserves the right to hear oral
presentations, and to select up to five firms to give oral presentations to the selection
committee.
Consultants selected for presentations/interviews will be required to have the proposed
project manager present to participate in the presentation/interview.

Presentations/interviews will be conducted in-person only. Each consultant will be allowed
up to 30 minutes for a formal presentation, consisting of a reiteration of the written
qualification demonstrating the consultant's grasp of the project. The formal presentation
will be followed by 15 minutes of Questions & Answers (Q&A). Any unused formal
presentation time will be added to the Q&A period.
A projection system is available, but presenters are requested to bring their own laptop
and flash drives containing the complete presentation and any handouts. The selection
committee would prefer a PowerPoint presentation. The presentations are closed to the
public. The committee deliberations following the last presentation will be open to the
public.
The selection committee will make recommendations to the Mayor and/or City Council
who will make the final determination regarding the selection of successful firms.
