NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN that Bids will be received for the Contract ADOBE ETLA 26-083-IT on or before September 10, 2026, at 2:30 p.m. Solicitation documents, including specifications, may be obtained by email at henry.kocker@dupagecounty.gov or at www.DemandStar.com . All Bids must be received prior to the date and time shown above.

STATEMENT OF WORK

DuPage County (“County”) Information Technology is seeking qualified Adobe Authorized Platinum Resellers or Adobe direct account teams to furnish and deliver a three (3) year Enterprise Term License Agreement (ETLA). Awarded bidder shall consolidate enterprise licensing and enforce strict corporate data governance by completely disabling all Generative AI services across the entire software portfolio.

Strict AI and Data Feature Restrictions

Awarded bidder shall deliver specific product entitlements outlined and licensing shall support a centralized enterprise management.

Awarded bidder shall:

Completely omit or allow administrators to disable all generative AI sub-features, including Adobe Firefly, Generative Fill, and Acrobat AI Assistant.
Provide technical verification that the provided product SKUs allow the enterprise administrator to universally toggle off AI capabilities within the Adobe Admin Console.
Configure cloud-based storage and asset sharing to prevent automated data ingestion or algorithmic training on corporate-owned intellectual property.
