Agriculture and Irrigation
The Springbank Off-Stream Reservoir (SR1), commonly referred to as the Springbank Dam,
is an off-stream flood mitigation facility located approximately 15 kilometres west of the City
of Calgary in Rocky View County, Alberta. Unlike conventional dams, SR1 is designed to
operate at or near full capacity only during significant flood events, generally those equal to
or exceeding a 1-in-200-year occurrence. Under typical conditions, the facility operates under two primary scenarios: normal (dry) operations and flood operations, with the latter most likely to occur between May and July.
The facility is owned and operated by Alberta Agriculture and Irrigation and is classified as
an Extreme Consequence Dam, reflecting the critical importance of its performance and
reliability. SR1 is designed to divert excess flows from the Elbow River during flood events
for temporary off-stream storage, thereby reducing downstream flood risks to the City of
Calgary and surrounding areas.
SR1 incorporates a range of interconnected infrastructure systems, including electrical,
mechanical, pneumatic, and control systems that are essential to safe operation, flood
readiness, and regulatory compliance. The primary components of the facility include:
• Diversion Structure on the Elbow River, comprising: Diversion Inlet, Service Spillway,
Auxiliary Spillway, Floodplain Berm, Deflection Barrier, and Control Building.
• Diversion Channel, including the Channel, Channel Outlet Grade Control Structure, and
Emergency Spillway.
• Earthfill Embankment Dams, comprising: Saddle Dam, Off-Stream Storage Dam, and Low-
Level Outlet (LLOW).
• Ancillary Infrastructure, including Maintenance Facilities and Administrative Office
Buildings.
The Province requires qualified contractors to deliver both on-demand and planned
maintenance services for electrical, mechanical, and pneumatic systems. Services will
include, but are not limited to, inspection, diagnostics, troubleshooting, repair, and minor
system upgrades to support ongoing operations and asset stewardship.
All work will be performed under the direction of the assigned Project Manager, who will
identify the specific need and ensure alignment with project objectives. Contractors must
demonstrate the capacity to provide experienced, qualified, and specialized personnel capable of executing the required scope of work efficiently and safely.
Relevant project documentation and background materials will be provided as applicable.
These may include equipment manuals, technical drawings, and system schematics necessary to support service delivery.
The safe and effective operation of SR1 depends on the reliability and performance of its
critical infrastructure systems. Accordingly, the objective of this procurement is to establish a
contract with qualified contractor capable of delivering timely, dependable, and technically
proficient electrical and mechanical services to support the safe operation, regulatory
compliance, and long-term sustainability of the Springbank Dam facility.
