Summary

With this Invitation for Bid (IFB), Lancaster County is searching to secure bids from qualified contractors to provide cleaning service for the Kershaw Branch Library Department of Lancaster County located at 101 N Hampton Street, Kershaw SC 29067.

Services are to be performed twice per week and include cleaning of the Main Library, Meeting Room (including closets), and Breakroom.

Key Responsibilities:

  • Nightly (2x/week): Spot clean glass surfaces, empty and disinfect trash receptacles, sanitize high-touch surfaces, clean water fountains, vacuum carpets, mop hard floors, and disinfect breakroom sinks and tables.
  • Weekly: Deep clean glass, dust shelving and surfaces (horizontal and vertical), sanitize electronics, and spot clean walls and doors.
  • Monthly: Vacuum and wipe furniture, dust blinds and windowsills, clean baseboards, vents, molding, and ceiling edges.

Contractor must provide all labor, equipment, and supplies, maintain a clean and safe environment, and follow all applicable safety and building standards.

The Library will provide hand soap, paper towels, toilet paper and can liners.

Background

The County of Lancaster, South Carolina (“County”) is requesting sealed Offers from qualified firms (“Vendor”) for Kershaw Branch Library Cleaning 2025-IFB-048 Offers shall be received by Lancaster County Procurement until the date and time listed on the cover page of this solicitation in accordance with the specifications in “Section 4. Offer Submittal”. All Offers to this solicitation shall be publicly announced by reading thereafter. Responses to this solicitation will be used to determine which Vendor is capable of performing this solicitation’s scope of work in a manner determined that best meets the needs of the County for this individual solicitation.

Each Offer must meet all terms, conditions, and specifications of this solicitation in order to obtain contract award. By virtue of submission, Vendor acknowledges agreement and acceptance of all provisions except as those expressly consented in this solicitation. Non-substantial deviations may be considered, provided Vendor submits a full explanation and justification of proposed deviations. Whether any such proposed deviation is deemed non-substantial will be determined by the County in its sole discretion.
