Title: ELECTRIC VEHICLE (EV) CHARGING STATIONS AND BATTERY ENERGY STORAGE SYSTEMS (BESS) at MUNICIPAL SERVICE CENTER (MSC)

The purpose of this Request for Proposal and Qualifications (RFP/Q) is to solicit proposals for a comprehensive turnkey solution encompassing the design, construction, and installation of Electric Vehicle (EV) Charging Stations and Battery Energy Storage Systems (BESS) at the City’s Municipal Service Center (MSC) located at 1993 Rancho Conejo Blvd, Thousand Oaks, CA 91320. The project shall include all necessary labor, documentation, activities, approvals, design, materials, and equipment to provide a fully integrated solution meeting the city's requirements.
The scope of work will cover the installation of EV chargers, BESS, natural gas generators, electrical wiring, and conduits to convey energy to new EV charger electrical panels and to and from new BESS at MSC, along with the necessary infrastructure for grid connection and off-grid or islanded operation. The work will include the implementation of a Load Management System to manage energy costs by load shifting and sharing to limit demand costs. The selected contractor will be responsible for delivering the entire project from concept to comple tion, ensuring seamless integration and functionality. The scope of work will also include providing or increasing electrical power capacity to auxiliary locations at MSC.
Close coordination with Southern California Edison (SCE) will be essential to ensure the provision of adequate power to the City's facilities. The selected contractor will be required to liaise with SCE to facilitate the necessary power upgrades and ensure compliance with regulatory requirements.
The work will be conducted under four Capital Improvement (CI) projects:
CI 5473 will install Chargers for Transit use. (Estimated maximum budget, including project contingency: $2,250,000)
CI 5726 will install the BESS for the Transit Chargers. (Estimated maximum budget, including project contingency: $5,250,000)
CI 5710 will install Chargers for Fleet use and Public use as well as provide or increase electrical power capacity to auxiliary locations. (Estimated maximum budget, including project contingency: $1,492,000)
CI 5760 will install the BESS for the Fleet Chargers. (Estimated maximum budget, including project contingency: $525,000)
Each CI represents a specific aspect of the project, catering to the charging needs of Fleet and Transit vehicles. Additional information on the CI projects can be found in the Scope of Work. The selected contractor will be expected to provide a turnkey solution, encompassing all aspects of design, construction, and installation, in accordance with the requirements outlined in this RFP/Q.
The anticipated timeline for the project must be provided in the detailed project specifications and will include key milestones such as design completion, construction start and end dates, and commissioning.
The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five elected members through district-based elections, with one member serving as Mayor on an annual basis.
The purpose of this RFP/Q is to solicit proposals for the design, construction, and installation of EV Charging Stations, BESS, backup generators, microgrid controls, and electrical power infrastructure at the MSC. See Scope of Work for Location Maps. The site is not available and open to the public, and Proposers are encouraged to take photos and video during the mandatory pre-proposal meeting.
