Request for Proposals
On-Call Regulatory Compliance and Environmental Permitting Assistance

The City of Davis is requesting proposals from qualified firms to provide on-call services for regulatory compliance or environmental permitting assistance to be performed in a prompt, professional manner and in accordance with the requirements of each permitting agency and/or regulatory authority.

The intent of this RFP is to have consultants under contract to be available to provide services to support City work related to adherence to Federal and State environmental regulatory requirements, auditing programs, and permit assistance, on-call, if the City should need them. In executing a professional services agreement with the selected firm(s), the City specifically does not guarantee any Task Orders will be initiated during the life of the contract.

The Proposer shall have demonstrated expertise and experience in the areas of regulatory compliance or environmental permitting assistance and including expertise in at least one of the following areas: Drinking water quality and permitting compliance; wastewater quality and discharge permitting compliance; wildlife regulations; pretreatment regulatory compliance; stormwater quality and permitting; recycled water permitting; and solid waste regulatory compliance.

Questions about this RFP are required to be submitted to Sandra Macomb on March 31, 2026. Questions submitted after the due date or via phone will not be accepted. All substantive questions and answers will be published below (in PDF) and distributed to applicants.

Submittal Information

Consultant firms interested in submitting a proposal for this on-call services request should respond to this RFP with a written proposal via email providing all the information requested. The proposal will be considered complete only if all of the items listed under the Proposal Requirements are included.
