ADVERTISEMENT FOR BIDS
Sealed bids will be received by the County Commission, in the Mobile Government Plaza,
Alabama, Eighth Floor South Tower, Mobile, AL, until 10:00 A.M., Wednesday, August 19, 2026
and then publicly opened for furnishing all labor and materials, and performing all work required by
Mobile County and described as follows:
Project: Eight Mile Shopping Center Roof Replacement
Project No.: MCFM-2026-010
Project Summary: The project includes the demolition and replacement of approximately 43,250
square feet of roof. Along with new modified bitumen roof, the work includes new gutters,
downspouts, flashings, caps, and metal roof on portion and metal wall panels on the parapets. The
work included raising curbs for equipment and intakes shown to remain. Demolition and removal of
some roof top equipment as indicated. Minor mechanical and electrical work to disconnect and
reconnect equipment to remain. All trades are included under the General Contract for
Construction.
One Hundred Fifty (150) calendar days are allowed for the construction of the project.
All bids must be on blank forms provided in the Specifications and submitted in its entirety. A
cashier's check drawn on an Alabama bank or a Bidder's Bond, payable to Mobile County,
Alabama, for an amount not less than five percent (5%) of the amount bid, but no more than ten
thousand ($I0,000) dollars, shall be filed with the proposal, the Bidder's Bond being prepared on
the form specified and signed by a bonding company authorized to do business in the State of
Alabama.
A Performance Bond in the form and terms approved by the County in an amount not less than the
contract price will be required at the signing of the contract. A labor and materials bond in form and
terms approved by the County in an amount not less than the contract price, insuring payment for
all labor and materials, shall also be required at the signing of the contract. In addition, the
Contractor must furnish to the County at the time of the signing of the contract a certificate of
insurance coverage as provided in the specifications. The right is reserved to reject any and/or all
bids and to waive informalities and to furnish any item of material or work to change the amount or
said Contract.
Liquidated damages for non-completion of the work within the time limit agreed upon will be
assessed in accordance with the terms of the Contract.

Obtaining Bid Documents: Electronic images of bid documents may be viewed on-line at no cost
through Alabama Graphics web site (www.algraphicsplanroom.com). Questions pertaining to

"PUBLIC JOBS" for the above-named project. Bidders may obtain Bid Documents as directed
below. Bid Documents may only be obtained from:

Bid Documents: Bid Documents either paper copies OR full sets of electronic copies (pdf format)
may be purchased through the Alabama Graphics DPR web site upon payment to Alabama
Graphics. The cost wH) be $75.00 per set. This is the full cost of printing, handling, and distribution.
General Contractors who submit a responsive bid may receive a refund of the cost of the
documents upon return of hard copy sets in good condition, within ten (10) days of bid date. Those
wishing to receive such refund, shall submit a check to Alabama Graphics made out to PH&J
Architects.
Official interpretations will be based on complete, full-size sets. Bid documents may be used only
for the purpose of bidding and constructing this project. Documents may not be copied in whole or
in part by electronic or other means. Anyone placing an order for plans and specifications will be
notified of all addenda by e-mail. The architect retains all copyrights and ownership or the
documents.
All prospective bidders shall have a representative present at a Mandatory Pre-bid Conference
that will be held on Tuesday, August 11, 2026 at 10:00 A.M. on-site 4557 St. Stephens Road
Eight-Mile, Alabama. All contractors not having a representative at this meeting will be disqualified
from bidding on this project.
No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is
properly licensed and qualified to submit a proposal for this construction in accordance with all
applicable laws of the State of Alabama. This shall include evidence of holding a current license
from the State Licensing Board for General Contractors, Montgomery, Alabama, as required by
Chapter 8 of Title 34, of the Code of Alabama, 1975. In addition, non-residents of the State, if a
corporation, shall show evidence of having qualified with the Secretary of State to do business in
the State of Alabama.

Prior to the award of a competitively bid contract to a contractor having one or more employees in
the state of Alabama, Alabama law requires that the contractor provide the county proof of
enrolment in E-Verify (see www.uscis.gov/everify).
If applicable to a contract resulting from this bid invitation, the successful bidder must comply with
the Mobile County Contractor Felony Investigation, available in the Engineering Department, or
online at https://www.mobilecountyal.gov/uploads/investigationpolicy1 1 07.pdf
No bid shall be withdrawn for a period of Thirty (30) days subsequent to the opening of bids
without the consent of the County Commission of Mobile County.
