NOTICE TO CONTRACTORS
Sealed bids for 2026 Stump Grinding Services will be received by the City of Maryland Heights, 11911
Dorsett Road, Maryland Heights, MO 63043, until May 28, 2026, 10:00 AM at which time the bids will be
publicly opened and read aloud. All bids must be submitted electronically via Bid Express at
www.bidexpress.com. All documents necessary to submit a bid will be available on the bidexpress.com
website beginning on May 14, 2026. No paper bids will be accepted.
Plans, specifications, and bid packages will be available beginning May 14, 2026, from Drexel
Technologies, 60 Progress Parkway, Maryland Heights, Missouri, 63043, 314-872-0900. Questions should
be directed to Ethan Bialik, P.E., at Maryland Heights Government Center (314) 291-6550.
The Scope of Work for stump grinding on the public rights-of-way is to include but not limited to; tree lawns
(street trees between curb and sidewalk), medians, islands, and common areas. The selected contractor
will be responsible for supplying all personnel and equipment to safely grind approximately 173 stumps,
remove debris; and clean up all remaining debris from the designated locations throughout the city.
Not less than the prevailing hourly rate of wages shall be paid to all workmen performing under this contract
in this area according to the rates determined by the Department of Labor and Industrial Relations of the
State of Missouri.
A bid security in the amount of five percent (5%) of the bid amount must accompany each bid in accordance
with the Instructions to Bidders.
The successful bidder shall comply with the requirements of RSMo § 292.675. The requirements include
on-site employees to complete the ten (10) hour Occupational Safety and Health Administration (OSHA)
Construction Safety Program, which includes a course in construction safety and health approved by OSHA
or a similar program approved by the Department of Labor and Industrial Relations.
For any contract greater than $5,000, the successful bidder shall comply with RSMo § 285.530, as amended
and by sworn affidavit affirming that it does not knowingly employ any person who is an unauthorized alien
and participation in a federal work authorization program with respect to the employees working in
connection with this contract. The required documentation must be from the federal work authorization
program provider. A letter from contractors reciting compliance is not sufficient.
The City of Maryland Heights reserves the right to accept or reject any bid and to waive any irregularities
in the best interest of the City, to negotiate with any or all bidders or others for more favorable terms or
prices, and to award a contract to other than the bidder submitting the lowest cost bid proposal, with or
without negotiation. The City reserves the right not to open a sole bid and bidder is solely responsible for
all costs associated with its bid. A Bid may not be modified, withdrawn or cancelled by the bidder within
sixty (60) days following the time and date designated for the receipt of bids. Each bidder so agrees to the
above by submitting his bid.
