The Indian Health Service/ Bemidji Area, plans to procure, on a sole source basis, services necessary to maintain and provide service and support for the Fujifilm Synapse pacs. 5.7.002us. The following software upgrade affecting the following part numbers of the Fujifilm Synapse pacs system
A. Part # 800014626 Professional services synapse PACS subsequent implementation services custom SOW – After- hours upgrade.
B. Part # 800006920 Professional services PACS digital solutions advisory consulting
C. Part # 800006958 Professional services synapse PACS training application
D. Part #800014626 Professional services synapse PACS subsequent implementation services custom SOW- VM server build.

The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed IAW FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements, 41 U.S.C. 3304(a)(1) The Contractor shall provide all labor, material and equipment necessary to maintain and provide preventive maintenance.
Fuji Medical is the developer, sole licensor and sole provider of technical support for the Synapse family of products. They are the only seller of these software upgrades and have to resellers. Thus, they are the only entity capable of providing the needed updates and support services. As long as Fuji Medical Systems remains the ‘owner’ of the Synapse family of products, future purchases of Synapse licenses and technical support will have to be made from Fuji Medical Systems
This notice of intent is not a request for competitive proposals. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the U.S. Government. Interested persons may identify their interests and capability to respond to this requirement no later than stated above. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
