BACKGROUND
The Land Clearance for Redevelopment Authority of the City of Saint Louis (“LCRA” or
“Authority”) is seeking bids for General Contracting Services at 4322 Aldine Ave, also known as
The Marshall School. LCRA plans to stabilize and improve the site to repair and prevent future
deterioration to the approximate 50,000-square-foot school building, and a 13,000 square-foot
ancillary building. Utilities are not operational or available onsite.
The services to be provided through this RFB will be funded by The Coronavirus State and Local
Fiscal Recovery Fund allocated to the City of St. Louis by the United States Department of the
Treasury and passed through the City’s Community Development Administration to SLDC. All
Supplementary Conditions in the attached Exhibit G shall be incorporated into any contract or sub-
contact awarded pursuant to this RFB. To the extent any terms in this RFB conflict with the
Supplementary Conditions in Exhibit G, the Supplementary Conditions shall control.

INVITATION
The Land Clearance for Redevelopment Authority of the City of Saint Louis (“LCRA”) will receive
sealed bids for General Contractor Services for 4322 Aldine Ave until the deadline listed below, at
which time there will be a public bid opening.
Sealed proposals are due: June 4, 2026 at 3:00 p.m. CDT.
All bids shall be submitted pursuant to the terms and conditions in this Invitation and the Instructions

SCOPE OF WORK
The work required for the Project comprises general construction work as required by the Project
Scope and detailed by the Stabilization Assessment prepared by CDG Engineers and other Bid
Documents (collectively the “Contract Documents”).
The deadline to complete the Scope of Work is 9/30/2026. Any work not completed by that date may
not be funded. Contractors should provide a schedule detailing how they will meet this deadline.
A. The Scope of Work is defined by the Contract Documents and includes, but is not limited to, the
following:
The work is broken down and detailed in the Stabilization Assessment (Exhibit A) and includes
1) Site Work - removing trees and brush

2) Moisture Protection/Weatherization - roof repair/replacement, window board-up, and
removal of loose material inside of the structure that is retaining moisture.
3) Building Security – Repair of window security grilles.
4) Interior Building Cleaning – Removal of all loose debris inside of the main building on all
floors and material falling from walls and ceilings.
Contractors will be required to field verify quantities of each Scope of Work item and provide
those quantities and unit rates on the Bid Form (Exhibit C). Any quantities listed in the
Stabilization Assessment (Exhibit A) or Bid Form (Exhibit C) are for informational purposes
only. Contractors will be held to the quantities and unit rates they provide on their Bid for the
contract.
The selected Contractor shall furnish all supervision, labor, materials, equipment, transportation,
permits, and disposal services required to execute the full scope of work, and is responsible for
complying with the specifications and performance criteria in the Bid Documents.
B. Type of Contract:
The project will be constructed under a single prime contract. Utilization of subcontractors is
allowed and encouraged.
SALES TAX EXEMPT
Bidders are advised that, subject to the provisions of Section 144.062 RSMo, purchases of tangible
personal property and materials to be incorporated into or consumed in the construction of this
project are not subject to Missouri sales tax and may be made on a sales tax-exempt basis pursuant
to an Exemption Certificate issued by the Authority. LCRA will provide a tax-exempt certificate.
Said purchases may not be made until a Notice To Proceed is forthcoming from LCRA or their
authorized representative and a Tax-Exempt Certificate has been issued. LCRA will not be liable for
taxes on purchases made by a Contractor or Subcontractor who has not been issued a Tax-Exempt
Certificate.
TAX & LICENSE CLEARANCE
A. City Business License: LCRA will only contract with a Respondent that maintains a valid City of
St. Louis business license, if such a license is required to do business in the City.
B. Payment of City Taxes Required: LCRA will only contract with a Respondent that is current on
all payments due to the City of St. Louis Collector of Revenue. Respondents are expected to be
current on all payments and submission of all required reports. All personal property taxes must be
paid.
C. Authority to Investigate: By responding to this RFB, unless otherwise explicitly stated,
Respondent authorizes LCRA to verify Respondent’s compliance status with the Collector of
Revenue and License Collector.
