NOTICE OF SINGLE SOURCE TO THE PUBLIC
Shelby County Government has identified a single source purchase for the goods/services as
listed below. This notice is not a request for bid, proposal, or qualifications.
Single Source - Debt/Lease/Subscription Management Software
The identified vendor will:
1. Automated allocations and tracking for debt payments across multiple dimensions,
including type, fund, purpose, and project
2. Automated allocations and tracking for lease and subscription payments across multiple
customizable dimensions, including by fund, department, ordinance, and project
3. Consolidated lease and subscription management solution capable of managing both
GASB 87 and GASB 96
4. Cash flow forecasting, enabling users to build accurate and reliable forecasts that allow
for strategic investment and borrowing
decisions
Procurement Timing/Deadlines:
1. July 1, 2026 - June 30, 2028
If you have the capacity/expertise and are interested in providing the Goods or Services detailed
above please submit a letter of interest as well as your pricing (total & details) via email to
caterra.farmer@shelbyCountyTn.gov.
In accordance with Shelby County's Purchasing policy, notice of single source will be posted on
the County's website for seven (7) days prior to award.
Notice expires on May 22, 2026 at 2:30 p.m.
