GENERAL NOTES
1. ALL WORKMANSHIP, CONSTRUCTION AND MATERIALS SHALL BE PERFORMED OR SUPPLIED IN ACCORDANCE WITH THESE SPECIAL
PROVISIONS, PLANS, CITY OF ARLINGTON (CITY) STANDARD DETAILS, AND THE WSDOT STANDARD SPECIFICATIONS FOR ROAD,
BRIDGE, AND MUNICIPAL CONSTRUCTION, 2023 EDITION, AS ISSUED BY THE WASHINGTON STATE DEPARTMENT OF
TRANSPORTATION AND THE AMERICAN PUBLIC WORKS ASSOCIATION, WHICH IS HEREINAFTER REFERRED TO AS THE STANDARD
SPECIFICATIONS.
2. THE CONTRACTOR SHALL CONTACT THE CITY'S PUBLIC WORKS DEPARTMENT (360.403.3500) TO SCHEDULE A PRE-CONSTRUCTION
CONFERENCE AFTER PLANS ARE APPROVED AND BEFORE STAKING AND CONSTRUCTION START. THE CONFERENCE SHALL
INCLUDE THE CONTRACTOR, REPRESENTATIVES FROM THE PERMIT AGENCIES, OTHER UTILITY COMPANIES, AND CITY STAFF.
ARRANGE A MEETING A MINIMUM OF 48 HOURS PRIOR TO COMMENCING CONSTRUCTION.
3. STAKING SHALL BE PERFORMED BY OR UNDER THE DIRECT SUPERVISION OF THE CONTRACTOR’S LAND SURVEYOR LICENSED IN
THE STATE OF WASHINGTON. PROVIDE THE CITY WITH TWO (2) BUSINESS DAYS NOTICE TO INSPECT CONSTRUCTION STAKING
BEFORE CONSTRUCTION BEGINS.
4. THE EXISTING TOPOGRAPHIC AND PHYSICAL FEATURES SHOWN ON THESE PLANS ARE BASED ON A FIELD SURVEY BY METRON
AND ASSOCIATES, (SEE SURVEY NOTES), RECORD DRAWINGS, AND FIELD RECONNAISSANCE BY RH2.
5. THE LOCATIONS AND ELEVATIONS OF EXISTING UNDERGROUND UTILITIES SHOWN ON THE PLANS ARE APPROXIMATE. THE
CONTRACTOR SHALL DETERMINE THE EXACT LOCATION OF ALL EXISTING UTILITIES PRIOR TO COMMENCING WORK TO AVOID
DAMAGE OR DISTURBANCE, AND AGREES TO BE FULLY RESPONSIBLE FOR ANY AND ALL DAMAGES WHICH MIGHT BE CAUSED BY
THE CONTRACTOR'S FAILURE TO EXACTLY LOCATE AND PRESERVE ALL UNDERGROUND UTILITIES. IT IS UNDERSTOOD THAT
OTHER ABOVE GROUND AND UNDERGROUND FACILITIES NOT SHOWN ON THE PLANS MAY BE ENCOUNTERED DURING THE COURSE
OF THE WORK.
6. THE CONTRACTOR SHALL PROTECT IN PLACE BUILDINGS, FENCES, APPURTENANCES, ABOVE GROUND UTILITIES, AND OTHER
PROPERTY ADJACENT TO ALL CONSTRUCTION AREAS. THE CONTRACTOR SHALL BE SOLELY RESPONSIBLE FOR REPAIRING ALL
DAMAGE CAUSED BY CONSTRUCTION ACTIVITIES.
7. IN ACCORDANCE WITH THE DEPARTMENT OF ECOLOGY AIR QUALITY STANDARDS, THE CONTRACTOR SHALL BE RESPONSIBLE FOR
CONTROLLING ALL FUGITIVE DUST THAT MAY BE GENERATED BY THE CONSTRUCTION PROJECT.
8. THE CONTRACTOR SHALL CONTAIN WORK TO WITHIN RIGHT-OF-WAY AND THE CONSTRUCTION LIMITS AS ILLUSTRATED IN THE
PLANS.
9. SEE TECHNICAL SPECIFICATIONS FOR FURTHER INFORMATION REGARDING PERMITS.
10. ONSITE TEMPORARY EROSION AND SEDIMENT CONTROL (TESC) MEASURES SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR
AND BE IN PLACE PRIOR TO CONSTRUCTION. ANY PROBLEMS OCCURRING BEFORE FINAL ACCEPTANCE BY THE CITY SHALL BE
CORRECTED BY THE CONTRACTOR. UPON FINAL ACCEPTANCE BY THE CITY, OR AS OTHERWISE DIRECTED BY THE ENGINEER, THE
CONTRACTOR SHALL REMOVE ALL TEMPORARY, NON-DEGRADABLE TESC MEASURES. THE STORM DRAIN INLET PROTECTION
DEVICE SHALL BE SILT SACK OR EQUAL. ALL CATCH BASINS WITHIN THE VICINITY OF THE CONSTRUCTION SHALL HAVE INLET
PROTECTION MEASURES.
11. ANY REVISIONS TO PLANS MUST BE MADE BY THE ENGINEER AND APPROVED BY THE CITY PRIOR TO ANY IMPLEMENTATION IN THE
FIELD.
12. ALL PAVEMENT MARKINGS, SIGNING AND TRAFFIC CONTROL AS REQUIRED BY THE CONSTRUCTION SHALL CONFORM TO THE
REQUIREMENTS OF THE MUTCD.
13. A COPY OF THE APPROVED PLANS MUST BE ON THE JOB SITE WHENEVER CONSTRUCTION IS IN PROGRESS.
14. WHERE NEWLY CONSTRUCTED PAVING MEETS EXISTING PAVING, THE CONTRACTOR SHALL SAW CUT TO PROVIDE A SMOOTH
TRANSITION FROM EXISTING TO PROPOSED PAVING. APPLICATION OF A THIN TACK COAT OF EMULSIFIED ASPHALT SHALL BE
APPLIED TO INSURE PROPER BONDING.
15. THE COMPLETED SURFACE OF ALL COURSES SHALL BE OF UNIFORM TEXTURE, SMOOTH, UNIFORM AS TO CROWN AND GRADE,
AND FREE FROM DEFECTS OF ALL KINDS. THE COMPLETED SURFACE OF THE WEARING COURSE SHALL NOT VARY MORE THAN 1/8
INCH FROM THE LOWER EDGE OF A 10-FOOT STRAIGHTEDGE PLACED ON THE SURFACE PARALLEL TO THE CENTERLINE. THE
TRANSVERSE SLOPE OF THE COMPLETED SURFACE OF THE WEARING COURSE SHALL VARY NOT MORE THAN 1/4 INCH IN 10- FEET
FROM THE RATE OF TRANSVERSE SLOPE SHOWN ON THE PLANS.
16. MATERIALS SAMPLING AND TESTING SHALL BE AT A FREQUENCY AND MAGNITUDE AS SPECIFIED IN THE TECHNICAL
SPECIFICATIONS OR DETERMINED BY THE ENGINEER. A PRIVATE AND INDEPENDENT TESTING LABORATORY SHALL PERFORM
TESTING AND SAMPLING. CERTIFIED TEST REPORTS SHALL BE FURNISHED FOR ALL TESTS PERFORMED BY PRIVATE TESTING
LABORATORIES. THE CITY WILL BE RESPONSIBLE FOR ACCEPTANCE TESTING. IF TESTS FAIL, RETESTS SHALL BE PAID FOR BY THE
CONTRACTOR.

2. WHEN EXCAVATION OF ROCK IS ENCOUNTERED, ALL ROCK SHALL BE REMOVED TO PROVIDE A CLEARANCE BELOW, ON EACH SIDE OF ALL PIPE,
AND FITTINGS OF AT LEAST 6 INCHES FOR PIPE SIZES 24 INCHES OR SMALLER. MATERIAL REMOVED SHALL BE REPLACED WITH APPROPRIATE
BACKFILL MATERIAL, WHICH SHALL BE COMPACTED TO 95% OF MAXIMUM DRY DENSITY AS DETERMINED BY MODIFIED (ASTM D1557) PROCTOR
TEST.
3. EXISTING SEWER MAINS TO BE ABANDONED SHALL BE FILLED WITH CDF WITHIN 10 FEET OF THE SEWER MAIN AND MANHOLE INTERFACE. SEAL
END OF ABANDONED SEWER MAIN WITH PVC CAP.
4. EXISTING SEWER MANHOLE LID AND RISERS TO BE ABANDONED SHALL BE BROKEN DOWN TO A DEPTH OF AT LEAST 2 FEET BELOW FINISHED
GRADE AND REMOVED. PUNCH TWO, 2" DIAMETER HOLES COMPLETELY THROUGH THE CONCRETE FLOOR FOR DRAINAGE. FILL THE REMAINING
INTERIOR STRUCTURE WITH GRAVEL BORROW (9-03.14(1)) AND COMPACT TO 95% MAX. DRY DENSITY PER ASTM D-1557, MODIFIED PROCTOR.
RESTORE SURFACE AND SUBSURFACE TO EXISTING OR BETTER CONDITION TO MATCH THE ADJACENT FEATURES. SEE GENERAL DETAILS FOR
VARIOUS SURFACE/SUBSURFACE RESTORATION REQUIREMENTS.
CITY SEWER CONSTRUCTION NOTES
1. ALL WORK SHALL BE IN ACCORDANCE WITH THE APPROVED PLANS, AND CURRENT EDITION OF THE CITY OF ARLINGTON STANDARDS AND
SPECIFICATIONS. ANY CHANGES TO THE DESIGN REQUIRES CITY APPROVAL.
2. ALL MATERIALS SHALL CONFORM TO THE CITY OF ARLINGTON STANDARDS AND SPECIFICATIONS AND THE MATERIAL SUBMITTALS SHALL BE
APPROVED BY THE CITY BEFORE SCHEDULING THE PRECONSTRUCTION CONFERENCE AND BEFORE THE MATERIALS ARE DELIVERED TO THE JOB
SITE. ONCE THE MATERIALS ARE DELIVERED TO THE JOB SITE THE INSPECTOR WILL DETERMINE IF THE MATERIALS WERE MANUFACTURED TO
MEET THE REQUIREMENTS OF THE CITY OF ARLINGTON STANDARDS AND SPECIFICATIONS BEFORE THE MATERIALS CAN BE INSTALLED.
3. ALL SEWER MAINS AND SIDE SEWER STUBS SHALL BE FIELD STAKED FOR GRADES AND ALIGNMENT BY A SURVEYOR PRIOR TO CONSTRUCTION.
THE CONSTRUCTION STAKES MUST SHOW THE STATION AND OFFSET TO THE ALIGNMENT.
4. THE CITY OF ARLINGTON WASTEWATER DIVISION SHALL BE NOTIFIED A MINIMUM OF 48 HOURS IN ADVANCE OF A TAP OR CONNECTION TO AN
EXISTING SANITARY SEWER MAIN. THE INSPECTOR SHALL BE PRESENT AT THE TIME OF THE TAP OR CONNECTION.
5. GRAVITY SEWERS LARGER THAN 15 INCHES IN DIAMETER SHALL BE PVC ASTM F679 (PS46). GRAVITY SEWERS 15 INCHES IN DIAMETER OR LESS
SHALL BE PVC ASTM D3034 (SDR 35).
6. PRE-CAST MANHOLES SHALL MEET THE REQUIREMENTS OF ASTM C-478. JOINTS SHALL BE RUBBER GASKETED AND GROUTED BOTH INSIDE AND
OUTSIDE OF THE MANHOLE PER CITY OF ARLINGTON STANDARDS AND SPECIFICATIONS. ALL LIFT HOLES CUT THROUGH THE WALLS OF THE
MANHOLE SHALL BE GROUTED FROM THE INSIDE AND OUTSIDE OF THE MANHOLE TO BE WATERTIGHT. ADDITIONAL WATERPROOFING MAY BE
REQUIRED.
7. SIDE SEWER SERVICES SHALL BE PVC ASTM D3034 (SDR 35) WITH FLEXIBLE GASKETED JOINTS. SIDE SEWER CONNECTIONS SHALL BE MADE BY A
TAP TO AN EXISTING MAIN OR A TEE FROM A NEW MAIN CONNECTED ABOVE THE SPRING LINE OF THE PIPE. WYES ARE NOT ALLOWED ON LINES 8”
OR LARGER. SIDE SEWERS CAN NOT BE INSTALLED UNDER DRIVEWAYS UNLESS APPROVED BY THE CITY INSPECTOR.
8. ALL SEWER PIPE SHALL BE INSTALLED WITH A CONTINUOUS TRACER TAPE 18” ABOVE THE PROPOSED SEWER PIPE, OR AS DIRECTED BY THE
CITY INSPECTOR. THE MARKER SHALL BE PLASTIC, NON-BIODEGRADABLE, METAL CORE, AND DETECTABLE, WITH BACKING MARKED “SEWER”.
9. SIDE SEWERS SHALL BE INSTALLED BY THE CONTRACTOR AND COORDINATED FOR CLEARANCE WITH POWER, GAS, TELEPHONE, CABLE, AND
OTHER UTILITIES. SIDE SEWERS SHALL BE A MINIMUM OF 10 FEET BEYOND PROPERTY LINES AND 5’ BEYOND ANY EASEMENT.
10. THE SEWER PIPE SHALL BE INSTALLED STARTING FROM DOWNSTREAM OF THE POINT OF CONNECTION ON THE EXISTING SEWER OR FROM A
DESIGNATED STARTING POINT. THE SEWER PIPE SHALL BE INSTALLED WITH THE BELL END UPSTREAM.
11. ADEQUATE TRENCH SHEETING AND/OR SHORING SHALL BE PROVIDED BY THE CONTRACTOR AS REQUIRED BY OSHA AND WISHA.

12. TO PREVENT WATER OR DEBRIS FROM DISCHARGING INTO THE CITY’S EXISTING SEWER SYSTEM, THE CONTRACTOR SHALL INSTALL A PLUG IN
THE CONNECTION MANHOLE OR AS DIRECTED BY THE CITY INSPECTOR. THE PLUG SHALL NOT BE REMOVED UNTIL THE SEWER IS ACCEPTED BY
THE CITY.
13. ALL SEWER LINES SHALL MAINTAIN A MINIMUM OF 10 FEET HORIZONTAL CLEARANCE AND A MINIMUM OF 18 INCHES VERTICAL CLEARANCE FROM
WATER LINES. SEE STANDARDS AND SPECIFICATIONS FOR ADDITIONAL REQUIREMENTS AND ALTERNATIVES.
14. PIPE BEDDING SHALL BE IN ACCORDANCE WITH THE CITY OF ARLINGTON STANDARD AND WSDOT STANDARD SPECIFICATIONS. 3/8-INCH MINUS
MANUFACTURED CLEAN PEA GRAVEL IS THE REQUIRED BEDDING MATERIAL. ALL PIPE SHALL BE LAID ON A PROPERLY PREPARED FOUNDATION.
THIS SHALL INCLUDE NECESSARY LEVELING OF THE TRENCH BOTTOM OR THE TOP OF THE FOUNDATION MATERIALS AS WELL AS PLACEMENT
AND COMPACTION OF REQUIRED BEDDING MATERIAL TO UNIFORM GRADE SO THAT THE ENTIRE LENGTH OF THE PIPE WILL BE SUPPORTED BY A
UNIFORMLY DENSE UNYIELDING BASE.
15. THE CONTRACTOR SHALL COMPACT TRENCH BACKFILL WITHIN THE CITY RIGHT-OF-WAY TO AT LEAST 90% MAXIMUM DRY DENSITY FROM THE
BOTTOM OF THE TRENCH TO A DEPTH OF 3’ BELOW THE SURFACE. THE TRENCH BACKFILL MUST BE COMPACTED TO AT LEAST 95% MAXIMUM
DENSITY WITHIN 3’ OF THE SURFACE. MAXIMUM DENSITY AS DETERMINED BY MODIFIED PROCTOR TEST (ATSM-1557). ASPHALT MUST BE
COMPACTED TO MEET THE REQUIREMENTS OF THE CITY OF ARLINGTON. THE INITIAL COMPACTION TEST SHALL BE FUNDED BY THE CITY;
FURTHER COMPACTION TESTS SHALL BE PAID FOR BY THE CONTRACTOR.
