Key Dam Safety Modification Industry Day

13 November 2025 – Virtual Project Overview

18 November 2025 – Site Visit Opportunity

VIRTUAL INDUSTRY DAY INFORMATION:

This announcement provides all details for the upcoming industry day for the Keystone Dam Safety Modification project. The industry day will be hosted virtually via Microsoft Teams by USACE, Tulsa District on 13 November 2025 beginning at 1000-1200 CST to present the scope of the project and address specific inquiries. At the conclusion of the presentation, attendees will be provided with an opportunity to ask questions. An opportunity to visit the site will be available on 18 November 2025 hosted by USACE, Tulsa District at Keystone Dam beginning at 0900-1200 CST. Individuals that intend on attending the site visit must provide the Name and email of all attendees to Lindsey Harmon at Lindsey.M.Harmon@usace.army.mil.

ALL inquiries and questions related to this virtual industry day are to be submitted via Bidder’s Inquiry in ProjNet at https://www.projnet.org. Bidder’s Inquiry will remain open for 48 hours after the conclusion of the industry day. If the Government determines to respond to an inquiry submitted in ProjNet, the answer will be posted in for all interested parties to review. Enter only one question per entry. If multiple questions are entered per inquiry, the inquiry will not be acknowledged.

  • Project Name: Keystone Dam Safety Modification

  • Bidder Inquiry Key: BSJ283-V4TX9

The Government is also interested in speaking with prime construction contractors and subcontractors. The included Industry Day questionnaire will assist in the planning, design, and acquisition for the project. The questions are intended to gain insight on how industry may approach the construction of various features of work and get feedback on the use of Early Contractor Involvement as a potential contracting mechanism.

The Government will host one-on-one meetings beginning 15 December 2025 and continue into January 2026 based on participants availability (responses to the questionnaire are valuable to the Government if you choose not to participate in one-on-one meetings, information provided in the responses and one-on-one meeting will be confidential and not be shared outside of USACE). Interested firms shall submit an email with the following information: their interest in the project, a description of any recent and relevant experience they have performed and provide responses to the questionnaire. If selected for a one-on-one meeting, firms shall be prepared to discuss the questionnaire during their one-one-one sessions with the Government. These meetings are intended to allow interested firms to provide feedback that may be proprietary or otherwise inappropriate for ProjNet publication and will not be a question-and-answer format. The Government intends to optimize the time in one-on-one sessions and will encourage open dialogue in addition to the feedback on the questionnaire. Please submit responses to Lindsey Harmon at Lindsey.M.Harmon@usace.army.mil and Brian Hutchison at Brian.C.Hutchison@usace.army.mil.
