Description

Princeton Plasma Physics Laboratory (PPPL) a National Laboratory and Federally Funded Research and Development Center RDC) operated by The Trustees of Princeton University, a US Department of Energy Prime Contractor wishes to solicit proposals in response to Request for Proposal (RFP) 25-042R for a qualified and capable contractor to provide all labor, material and equipment necessary to facilitate the installation of one 10MVA transformer (XQT-3) to Princeton Plasma Physics Laboratory located at 100 Stellarator Road, James Forrestal Campus, US Route 1 North, Princeton, NJ. Please review the attached Statement of Work (SOW) for a detailed description of the required services including the following:



Base Scope: The scope of this Statement of Work requires a General Contractor to provide Construction Services for the installation of a replacement transformer, XQT-3, and its ancillary devices. XQT-3, it’s associated circuit switcher, and medium and high voltage cable shall be pre-purchased by PPPL for receipt and installation by this Subcontractor. Construction Services provided by the Subcontractor shall include all work represented in the Contract Documents required for a complete transformer installation, startup, commissioning, and turnover to PPPL. This project will partially replace the existing XQT-1 “Big Blue” transformer located in its 138kV switchyard. XQT-1 steps down the incoming utility voltage for C-Site campus distribution. It is rated at 30MVA with a 138kV primary winding and dual 4.16kV secondary windings to serve both “house” and experimental” loads. This project will provide a new transformer called XQT-3 to serve the “house” loads



This procurement is unrestricted, full and open. The North American Industry Classification System (NAICS) Code is 237130 – Power and Communication Line and Related Structures Construction.



The RFP is divided into five (5) sections. Each section includes a cover page with attachments. To view the RFP files, you must first download the file to your desktop then reopen each file. There will be a Pre-Proposal Videoconference scheduled for 1:30 PM (EST), Wednesday, June 18, 2024. Firms must return the RFP Acknowledgement Form contained in the RFP to receive information to attend the event. Attendance is not mandatory but strongly encouraged.



Proposals are due to PPPL by 4:00 PM EST, Wednesday, August 6, 2025.



This announcement shall not commit PPPL to issue a subcontract for this effort, or to pay any costs incurred by offerors in the preparation and submittal of proposals in response to this RFP.
