Homeland Security and Emergency Management ("HSEM"), a division of the Minnesota Department of Public Safety ("DPS"), intends to proceed with the acquisition of up to Six Thousand (6,000) Personal Record Dosimeters ("PRDs") from Landauer, Inc. ("Landauer"), which meet the needs and requirements of the State as dictated by the Federal Emergency Management Agency ("FEMA"). PRDs are issued as needed in response to an emergency event (when a declared radiological event occurs at a nuclear generating plant in Minnesota). The PRDs are stored until such an event occurs. Effective expiration period of the PRD devices is every two (2) to three (3) years, or per manufacturer’s recommendations, whichever is longer.
HSEM has deemed this procurement to be a single source acquisition, as Landauer meets the record processing FEMA requirement statute (see 10 C.F.R. § 20.2102) in retention of records for three (3) years and dose reduction “As Low as Reasonably Achievable” ("ALARA"). Acquisition of the dosimetry devices through Landauer also includes access to the myLDR platform to manage dosimetry along with tools to provide powerful functionality to the protection program, at no additional cost to the State. Landauer offers advanced Thermoluminescent dosimeters ("TLDs") that offer more diverse range in supporting occupational safety, which is not currently matched by other Vendors. Additionally, Landauer aligns with the National Institute of Standards and Technology (NIST) in calibrating within the 2-year calibrating requirements, 10 C.F.R. § 35.630 , as well as holding National Voluntary Laboratory Accreditation Program ("NVLAP") accreditation.
