The Regional Contracting Office-Soto Cano Air Base is looking to establish Master Purchase Agreement with qualified vendors to provide commercial rental vehicle services in Panama.
The Contractor shall provide non-personal services to the U.S. Government with commercial rental vehicle services in Panama at locations and dates specified in each Blanket Purchase Agreement (BPA) call. All vehicles shall be delivered with a full tank of fuel at pick-up. If driver services are required, all vehicles shall be delivered with a full tank of fuel to start the mission and shall include refueling as part of the agreement throughout the specified period of performance.

1. Please confirm whether a U.S.-based office alone satisfies the operational office requirement, or whether the prime contractor must also maintain an office in Panama for award/acceptability?
While a U.S.-based facility satisfies the baseline operational office requirement, the Government intends to establish a limited number of Master Blanket Purchase Agreements (BPAs). In the event that multiple proposals fall within the same competitive range, favorable consideration will be given to offerors demonstrating a local office presence over those operating solely from a U.S.-based location.
2. Under the Master BPA, does the Government anticipate any long-term rentals (e.g., continuous 12-month rentals or multi-month rentals) for certain vehicle categories, or should we assume calls will be predominantly short-term (e.g., daily/weekly/30–90 days)?
The Government anticipates a mix of rental durations depending on the specific mission needs outlined in each individual call order. Vendors should expect varying timeframes, up to a maximum of 12 months per rental.
