Notice of Availability of Requests for Proposals
IT SHALL BE CONCLUSIVELY PRESUMED THAT THE PROPOSER DID, BEFORE SUBMITTING A
PROPOSAL, CLOSELY REVIEW THE RFP, ALL EXHIBITS AND ATTACHMENTS, AND OTHER
ITEMS RELEVANT TO THE RFP.

SUMMARY OF REQUEST FOR PROPOSALS
GENERAL DESCRIPTION: The City and County of Denver Department of Parks and Recreation
is soliciting proposals for professional services to develop a strategic plan for DPR’s citywide
recreation center and aquatics system that addresses current needs, envisions future facility and
program offerings, and provides prioritization guidance for long-term capital investment
strategies.
PRE-PROPOSAL MEETING: Proposers should attend the pre-proposal meeting which shall
take place virtually/online on November 6 , 2024 at 2:00 P.M MST via Microsoft
Teams https://tinyurl.com/2335ab72. Proposers may also attend by calling 720-388-6219, ID
851 529 932#. The pre-proposal meeting is not mandatory, but proposers will be held
responsible for all information presented at the meeting.
MWBE REQUIREMENTS: Article V of Chapter 28 of the Denver Revised Municipal Code grants
authority to the Division of Small Business Opportunity to establish participation requirements
under the Minority and Women-Owned Business Enterprise Program as related to expenditures
and related contracts by and through the City and County of Denver. The participation
requirement for this project is 20% Minority and Women-Owned Business Enterprise (MWBE).
The requirement must be met with certified firms per §§ 28-127 Denver Revised Municipal Code,
or through the demonstration of a sufficient good faith effort per §§ 28-128. Denver Revised
Municipal Code. A proposed MWBE Equity, Diversity, and Inclusion Plan, also known as an EDI
Plan, is a required element of the proposal submission and will be scored. The Division of Small
Business Opportunity’s approval of the final MWBE Equity, Diversity, and Inclusion Plan will be
required prior to awarded contract execution.

REVIEW PROCESS: The Executive Director of Parks and Recreation issued this solicitation
pursuant to the authority vested in the Executive Director by the Charter of the City and County
of Denver. The Executive Director of Parks and Recreation reserves the right to terminate,
suspend, modify the selection process; reject any or all submittals; modify the terms and
conditions of this selection process; and/or waive any informalities, irregularities, or omissions in
any submittals, as the City’s best interests may appear.

REQUEST FOR PROPOSALS
Recreation Center Analysis and Strategic Plan
Section 1 - Invitation to Submit a Proposal
By issuance of this Request for Proposals (“RFP”), the City and County of Denver (the “City”),
acting through the Executive Director of Parks and Recreation (the “Executive Director”), invites
all qualified proposers to submit a proposal for professional services to develop a Recreation
Center Analysis and Strategic Plan.
Proposers are expected to familiarize themselves with the details in connection with the proposed
operations. Any person, firm, entity, joint venture, or corporation desiring to submit a proposal
shall examine this RFP and shall judge for themselves their qualifications and all the
circumstances and conditions affecting their proposal. Failure on the part of any proposer to make
such thorough examination or to thoroughly investigate the conditions of the proposal shall be
grounds for a declaration that the successful proposer did not understand the RFP. Proposals
shall be disqualified if the proposer is in default or past due under any previous or existing
agreement with the City, if any unresolved monetary claims by the City exist against the proposer,
or if the proposer is unable to show evidence of their financial capabilities to execute the work of
this contract.
Should a proposer find a discrepancy or omission in this RFP, or should a proposer be in doubt
as to the meaning of any provision of this RFP, the proposer should promptly notify in writing the
RFP Designated Contact, and any necessary clarifications or addenda will be provided in writing.
THE CITY WILL NOT BE RESPONSIBLE FOR ANY ORAL INSTRUCTIONS OR
INTERPRETATIONS GIVEN BY OR TO ANYONE.
The instructions contained within are not intended to completely define the proposed contractual
relationship between the City and County of Denver and the successful proposer. The awarded
contract will be similar in form to the attached Sample Contract (Attachment 12), but the City
reserves the right to make changes and additions prior to the final award at the sole discretion of
the Executive Director.
In making a final selection recommendation, the competitive selection process provided under
this RFP will focus consideration on the qualifications and prior history of similar performance of
each submitting proposer, in accordance with the selection criteria set forth in Section 6. Written
responses to this RFP will enable the City to select the most qualified candidate. The Executive
Director will appoint a selection committee to evaluate the proposals. The selection committee
will recommend a finalist or finalists to the Executive Director who will decide on the successful
proposer and will approve the contract before submittal to the Denver City Council and Mayor for
ordinance approval and Mayoral signature of the contract. NO RIGHTS TO PROVIDE SERVICES
SHALL ARISE UNLESS AND UNTIL THE CONTRACT IS APPROVED BY ORDINANCE (IF
APPLICABLE) AND SIGNED BY THE MAYOR.

Section 2 – Scope of Work
A. PROJECT DESCRIPTION:
Denver Parks and Recreation (“DPR”) is seeking proposals from qualified consultant firms to
provide professional services to develop a comprehensive and strategic plan for DPR’s citywide
recreation center and aquatics systems that addresses current needs, envisions future facility and
program offerings, and provides prioritization guidance for long-term capital investment
strategies. The Recreation Center Analysis and Strategic Plan (“Recreation Center Plan”) will
present a strong, strategic vision for the next 20-30 years of recreation centers in Denver.
DPR encourages proposals from a prime consultant with thoughtful inclusion of sub-consultants
in order to address all tasks within the Scope of Work. Recognizing that the Scope of Work calls
for a plan that is not typically undertaken by park and recreation agencies, DPR would like to see
proposals from teams that can demonstrate the following skills and competencies:
Deep knowledge of public recreation systems, market, and trends.
Business and financial analysis: experience with high-level municipal capital
construction estimating and forecasting, market analysis, and typical or emerging
government funding and revenue schema.
Recreation and/or other public facilities planning: high-level facility, system, and
spatial analysis and assessment; construction feasibility.
Community engagement: DPR has a preference for team members tasked with
community engagement who are local to the Denver Metro area. Additionally, the
overall team should demonstrate experience with statistically-valid surveys and other
feedback methodology, creative and sensitive community engagement, and political
savvy.
Project management of similarly-sized and scoped projects with multiple phases and
overlap and multiple audiences.
Proposals that demonstrate flexibility and creativity by including thoughtful additional tasks or
innovative ideas and justification for their inclusion in the project are encouraged.
Budget: DPR is soliciting comprehensive planning services for which a single contract will be
awarded for all planning and sub-consultant services for a Recreation Center Analysis and
Strategic Plan. The budget for this project is anticipated to be contracted within a range not to
exceed $425,000 to $450,000 for all work, deliverables, and indirect costs over an anticipated
period of eighteen (18) months. All proposals must demonstrate feasibility within this budget.
Proposers shall provide a breakdown of the fee by phase for the budget.

With thirty (30) existing recreation centers and one (1) in design, as well as one of the largest aquatic
