The Naval Sea Systems Command intends to issue a competitive solicitation (N00024-26-R-2419), in accordance with Federal Acquisition Regulation (FAR) part 15, for the Fitting Out Availability (FOA) and Post Shakedown Availability (PSA) execution for BOUGAINVILLE (LHA 8), homeported in Norfolk, VA.
This contract encompasses all of the manpower, support services, material, non-standard equipment, and associated technical data and documentation required to prepare for and accomplish the LHA 8 FOA and PSA. The work to be performed will include correction of Government-responsible deficiencies, incorporation of approved engineering changes that were not incorporated during the new construction periods, and new work identified between ship delivery and the start of FOA/PSA. Offerors must have a SEA 04 Master Ship Repair Contractor (MSRC) Certification.
The Navy’s planned date for release of the RFP is 2nd Quarter FY26. The contract will be awarded to the responsible Offeror whose proposal represents the best value to the Government, in a trade-off process, with price and other factors considered.
This pre-solicitation synopsis is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, RFP, or as an obligation on the part of the Government to acquire any products or services. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract.
