Development Review Process Evaluation

NOTICE OF REQUEST FOR QUALIFICATIONS

The City of Tomball, Harris County, Texas is accepting sealed qualifications seeking a qualified Consultant to conduct an organizational and operational analysis of the City’s development review functions and recommend and optimal staffing and service delivery model.

Sealed qualifications shall be addressed to Meagan Mageo - Project Manager, City of Tomball, 501 James Street, Tomball, Texas 77375 and shall be labeled “RFQ Number 2025-05 – “Development Review Process Evaluation”, “DO NOT OPEN”.  Proposals will be accepted until 2:00 PM CST on Thursday, January 23, 2025.

Upon consideration of the qualifications submitted, the City of Tomball reserves the right to accept or to reject any submittal, to waive technicalities and to make any investigation deemed necessary concerning the bidder’s ability to provide the service(s) required and covered by the specifications, and to accept what in its judgment is the most advantageous.

During the period between the Request for Qualifications, submission date, and the contract award, respondents including their agents and/or representatives/owners, shall not directly or indirectly promote their proposal or bid to any member of the Tomball City Council or City staff except in the course of City-sponsored inquires, briefings, interviews, and/or presentations requests.  Violation of this provision may result in the rejection of the respondent’s Proposal submittal.
