BACKGROUND
The Land Reutilization Authority of the City of St. Louis, Missouri ("LRA" or "Authority") is
seeking bids for General Contracting Services at 6105 Dr. Martin Luther King Drive, commonly
known as the Wellston Loop Pavillion or Wellston Loop Station. Built in 1909, the Wellston
Loop Pavillion is a historic, beautiful, and much-deteriorated former streetcar and bus station.
Between the 1920s-1950s, Wellston's trolley and bus services moved 25,000 patrons through the
area daily. The work entails roof and dormer reconstruction, installation of decorative brackets,
and installation of new windows and doors. LRA seeks a General Contractor licensed in the State
of Missouri to stabilize this building for future development.
The work which the Contractor shall be required to perform under this contract shall commence
at the time stipulated by the Authority in a Notice to Proceed. LRA seeks to have these services
completed no later than September 30, 2026.

INVITATION
LRA invites sealed proposals from General Contractors to complete the prescribed scope of
services for stabilization and repairs of the structure located at 6105 Dr. Martin Luther King
Drive, St. Louis, Missouri 63133.
Sealed proposals are due April 15, 2026 at 3:00 p.m. CDT.
All bids shall be submitted pursuant to the terms and conditions in this Invitation and the
Instructions to Bidders. Potential Bidders may obtain related Documents from the Authority at

Two pre-bid meetings will be held for prospective bidders at 6105 Dr. Martin Luther King Drive,
St. Louis, Missouri 63133. Refer to the schedule for the dates and times.

Prospective bidders and prospective subcontractors are strongly encouraged to attend.
Prospective bidders will be required to sign a liability waiver upon arrival. Hard hats and
appropriate footwear are encouraged.

SCOPE OF WORK
The work entails roof, envelope, and dormer reconstruction, installation of decorative brackets,
and installation of new windows and doors. LRA seeks a General Contractor licensed in the State
of Missouri to stabilize this building for future development.
Note that in the interest of time LRA has pre-purchased the brackets and windows/doors, which
will be received by and installed by the General Contractor. Bidders shall incorporate the costs
for receiving and installing the brackets, doors and windows into their base bid. Specifications
for the materials being supplied by LRA to the General Contractor are identified in the Exhibits
for reference and installation bidding purposes.

Bidders must provide "Exhibit D - Bid Form" along with other documents described herein to be
considered.
Bidders are advised that, subject to the provisions of Section 144.062 RSMo, purchases of
tangible personal property and materials to be incorporated into or consumed in the construction
of this project are not subject to Missouri sales tax and may be made on a sales tax-exempt
basis pursuant to an Exemption Certificate issued by the Authority. LRA will provide a tax-
exempt certificate.
Bidders are responsible for reviewing and understanding the full scope of work as
presented in the Bidding Documents, and submitted bids shall incorporate all materials,
labor, equipment, and other necessary associated costs to complete the Scope of Work in its
entirety.

A Bidder who fails to submit all required forms may be deemed non-responsive.
The Authority may consider as irregular any bid on which there is an alteration of or departure
from the Form of Bid (Exhibit D), and, in its sole discretion, may reject any bid or bids so altered
or changed. However, the Authority reserves the right to waive non-substantive irregularities in
the bidding, in the sole discretion of the Authority.
The Authority shall interpret the Contractor's act of submitting a bid to the Authority to mean
that the Contractor has satisfied itself as to the quantities and has ascertained at the site by
inspection, investigation, measurement, or otherwise, all circumstances affecting the cost of
performing the work.

SELECTION CRITERIA
The Authority shall award this Contract to the lowest, responsive, responsible bidder.
Notwithstanding the previous sentence, the Authority has the power and authority to reject any
and all bids and repost advertisements of the work.
Bids will be evaluated on these criteria:
1. Total cost of services
2. Capacity and ability to meet deadlines and perform the requested work in conformance
with the Contract requirements
3. Experience with projects of similar scope and complexity
CORRECTIONS
Erasures or other changes in the Bid Forms must be explained or noted over the signature of the
Bidder. Failure to comply with this may result in the disqualification of the bid submitted.
TIME FOR RECEIVING BIDS
Bids received prior to the advertised hour of closing will be kept sealed. The representative of the
Authority whose duty it is to open them will decide when the specified time has arrived, and no
bid received thereafter will be considered. Notwithstanding the foregoing, when a Bid arrives by
mail after the time fixed for closing, and it is shown to the satisfaction of the Authority that the
non-arrival on time was due solely to delay in the mail service for which the Bidder was not
responsible, such bid may be received and considered. The Authority will not be responsible for
the premature opening of a Bid not properly addressed and identified.
Bids received through https://www.stlcitypermits.com/will be electronically time-stamped
automatically.
Bids or bid modifications received by email or facsimile will not be considered.
Bidders are cautioned to allow ample time for transmittal of bids by mail or otherwise. Bidder
should secure correct information relative to the probable time of arrival and distribution of mail
at the place where bids are to be opened; and, so far as practicable, make do allowance for
possible delays in order to avoid the necessity for investigations of claims that such delays in
receipt of bids were due solely to delay in the mail, as provided for in this section.
CONFLICT OF INTEREST
Respondent, shall, by signed declaration attached hereto as Exhibit J, affirm that it is not aware
of any conflicts of interest impacting this RFB; that it has not employed or solicited, nor will it

compensate any person or business for a contract resulting from this RFB; that other than those
persons disclosed on its declaration, no elected or appointed officials of the City of St. Louis;
employees of the City of St. Louis; employees or board members of St. Louis Development
Corporation or the Land Reutilization Authority of the City of Saint Louis, Missouri; or any of
their relatives have or has, within the last five (5) years, an ownership or pecuniary interest in
Respondent or in this solicitation.
WITHDRAWAL OF BIDS
Bids may be withdrawn by written request dispatched by the Bidder in time for delivery in the
normal course of business prior to the time fixed for closing, provided that written confirmation
is placed in the mail and postmarked prior to the time set for bid submission. Negligence on the
part of the Bidder in preparing its bid confers no right of withdrawal or modification of its bid
after such bid has been opened.
REJECTION OF BIDS
The Authority reserves the right to reject the bid of any Bidder, notwithstanding its price, for any
reason considered by the Authority to be relevant to the Bidder's potential performance,
including but not limited to the Bidder's past performance on other projects; claims history,
financial capacity and stability of the Bidder; workforce and management capability of
performing the work within the required Time for Completion and consistent with the other
requirements of the Contract Documents, relevant experience and qualifications (or lack thereof),
the Bidder's willingness to execute the required Contract, and any other information requested
by or furnished in response to this Invitation in the attached Instructions to Bidders, availability
of qualified personnel to supervise, manage and perform the work; existence of adequate
bonding and insurance; past payment history of the Bidder with respect to subcontractor
obligations and other bills for materials, supplies, labor or related services; the Bidder's ability to
conform to the requirements of the Contract, Identified Drawings, Technical Specifications and
other Bid Documents; and the Authority's assessment of whether the Bidder is capable of
performing the work in a full, timely, complete and proper fashion.
In determining which Bidder, if any, the Authority concludes is the lowest, most responsive
Bidder, the following elements, in addition to those above mentioned, will be considered:
a) the capacity of the Bidder to perform the work;
1) whether the Bidder and any subcontractors has the necessary workforce to
complete the work timely;
2) whether the Bidder and any subcontractors has adequate equipment available to
do the work properly and expeditiously and in conformance with contract
requirements;
3) whether the Bidder has suitable financial resources to meet the obligations
incidental to the work; and
4) whether the Bidder has appropriate technical experience.

The Authority reserves the right to waive non-substantive irregularities in the bidding. Based on
the nature of the work to be performed, and the technical requirements, experience and capacity
necessary in connection with work required by the contract, the Authority will evaluate each bid
by determining the specific entity and individuals who will be performing the work on the
Project. The Authority reserves the right to reject any Bidder as unqualified, if it proposes to
perform the work principally through other companies who will participate in the bidding as a
partner or joint venture with the Bidder.
Each Bidder is required to provide a Performance and Payment Bond as set forth in the contract.
In assessing the qualifications, responsibility and responsiveness of a Bidder, the Authority may
consider whether the entity submitting the bid is capable of providing the Performance and
Payment Bond in its own name, or instead is providing bonding or insurance through an
affiliation with another entity.
AWARD OF CONTRACT
Each Bidder is required to submit a fully completed Form of Bid (Exhibit D). It is understood by
the Authority that the actual types and quantities of repairs to be made will be determined during
construction and may affect the final Project cost. The successful Bidder and the award of a
contract will be based on the Authority's overall determination as to the lowest, most responsive
Bidder, considering, among other things, not only cost but adherence to specifications, past
performance of the Bidder, and such other factors as have been identified herein. The selected
Bidder to whom an award is made will be notified at the earliest practicable date. The Authority
however, reserves the right at its sole discretion to reject any and all bids and to waive any non-
substantive irregularities in the bids received.
LIVING WAGE
Any contract entered into pursuant to this RFB are subject to the St. Louis Living Wage
Ordinance Number 65597, codified at Chapter 3.99 of the Revised City Code of St. Louis, and its
associated regulations. Respondents hereby agree to comply with the applicable measures
thereof.
PREVAILING WAGE
BASIS OF BID
A. The Bid for this Contract shall be based upon the required payment by the Contractor of the
prevailing hourly rate of wages for each craft or type of worker required to execute the
Contract as determined by the Department of Labor and Industrial Relations of Missouri.

B. The principal Contractor and all Subcontractors shall pay not less than the prevailing hourly
rate of wages for each craft or type of worker required to execute this Contract as determined
by the Department of Labor and Industrial Relations of Missouri pursuant to Sections
290.210 to 290.340, inclusive of the Revised Statutes of Missouri, 2019. A schedule of such
prevailing hourly rates of wages as determined by the Department of Labor and Industrial
Relations of Missouri, pursuant to said statutory provisions as of this letting date, is attached
as Exhibit K and made a part of this Contract.
C. The principal Contractor and all Subcontractors shall comply in all respects with Section
290.210 to 290.340 inclusive, Revised Statutes of Missouri, current edition, which is made a
part of this Contract.
D. The Contractor and each Subcontractor in charge of the project shall keep an accurate record
showing the names and occupations of all workers employed by them in connection with the
public works project and showing also the actual wages paid to each of the workers, which
record shall be open at all reasonable hours to the inspection of the department or the public
body awarding the Contract, its officers, or agents.
E. The aforesaid prevailing hourly rate of wages is subject to change by the Department of
Labor and Industrial Relations of Missouri or by Court decision as provided by law during
the life of this Contract, and such change shall not be the basis of any claim by the Contractor
against the City nor will deduction or claim be made by the City against sums due to the
Contractor by reason of any such change.
F. Each Contractor or Subcontractor shall furnish each week a statement to LRA with respect to
the wages paid to each of its employees (including apprentices and trainees, watchmen, and
guards) engaged in Work covered by the Copeland Regulations during the preceding weekly
payroll period. The statement shall be executed by the Contractor or Subcontractor or by an
authorized officer or employee of the Contractor or Subcontractor who supervises the
payment of wages. Contractors and Subcontractors must use the certification set forth on
U.S. Department of Labor Form WH-348 or the same certification appearing on the reverse
of Optional U.S. Department of Labor Form WH-347 or on any form with identical wording.
SUBCONTRACTOR PARTICIPATION
If the Respondent intends to utilize subcontractors, Contractor shall ensure that small businesses
(SBEs), minority businesses (MBEs), women business enterprises (WBEs), veteran-owned
businesses, and labor surplus are firms are considered for a subcontract award consistent with the
factors set forth at 2 C.F.R. 200.321.

(a) When possible, the recipient or subrecipient should ensure that small businesses,
minority businesses, women's business enterprises, veteran-owned businesses, and labor
surplus area firms (See U.S. Department of Labor's list) are considered as set forth below.
(b) Such consideration means:
(1) These business types are included on solicitation lists;
(2) These business types are solicited whenever they are deemed eligible as
potential sources;
(3) Dividing procurement transactions into separate procurements to permit
maximum participation by these business types;
(4) Establishing delivery schedules (for example, the percentage of an order to be
delivered by a given date of each month) that encourage participation by these
business types;
(5) Utilizing organizations such as the Small Business Administration and the
Minority Business Development Agency of the Department of Commerce; and
(6) Requiring a contractor under a Federal award to apply this section to
subcontracts.
EMPLOYMENT OF UNAUTHORIZED ALIENS PROHIBITED
Prior to Contract execution and as a condition of final award, the selected Bidder shall by sworn
Affidavit and provision of documentation, affirm its enrollment and participation in a federal
work authorization program with respect to the employees working in connection with this
project. The Bidder shall sign an Affidavit affirming that it does not knowingly employ any
person who is an unauthorized alien in connection with this project pursuant to the provisions of
Sections 285.525 through 285.555 of the revised Statutes of Missouri, 2016.
ANTI-DISCRIMINATION AGAINST ISRAEL ACT
Prior to Contract execution and as a condition of final award, the selected Bidder shall, pursuant
to the provisions of 34.600 of the Revised Statues of Missouri, certify and affirm in writing that
it is not currently engaged in and shall not, for the duration of the Contract engage in a boycott of
goods or services from the State of Israel; companies doing business in or with Israel or
authorized by, licensed by, or organized under the laws of the State of Israel; or persons or
entities doing business in the State of Israel.
