The United States Transportation Command (USTRANSCOM) / Directorate of Acquisition anticipates issuing a Request for Proposal (RFP) on or about 3 March 2025. The Defense Logistics Agency Energy (DLA-Energy) has a continued need for Scheduled Fuel Barge Transportation Services of Department of Defense (DOD) owned bulk jet fuel (JP5), marine diesel (F76), and commercial (Jet-A) by tug and barge between all ordered United States ports and points on the Atlantic and Gulf Coasts and their connecting waterways, inland waterways, coastal waterways, rivers, and tributaries as specified by DLA-Energy to include but not limited to the locations specified below. The contractor shall provide barge transportation services using contractor-supplied equipment.

The Government intends to award a Firm-Fixed-Price contract with Time and Material (T&M) contract line item numbers (CLINs) resulting from a Best Value, Performance-Price Tradeoff (PPT) source selection. The period of performance for the proposed solicitation, HTC71125RW001, will consist of a one (1) year base period from 1 September 2025 through 31 August 2026, four (4) one year option periods, and one (1) six month extension of service. The applicable Product Service Code (PSC) is V115, and the North American Industrial Classification System (NAICS) code is 483211 with a size standard of 1050. This requirement will be solicited using a Full and Open Competition acquisition strategy. No hardcopies of this solicitation will be issued.
