Dear Professional Service Providers:
Attached is a copy of the City of Rio Grande City's Request for Qualifications (RFQ) for
Professional Landscape Architecture Services for the Local Parks Grant Program through the
Texas Parks and Wildlife Department (TPWD). The submission requirements for the statement of
qualifications are also included in the attached RFQ packet. The firms and/or individuals that are
interested should have prior experience with state and federally funded programs.
The statement of qualifications submitted for any or all activities listed in the attached Scope of
Work. Multiple contracts may be awarded as a result of this solicitation. The City of Rio Grande
City Parks and Recreation will, in its sole discretion, determine the number of contracts awarded,
and may decide not to award any contracts.
The submission requirements for your proposal are included in the attached RFQ. Please submit
the statement of qualifications to:

The deadline for submission of qualification statements is Tuesday, June 30, 2026 at 11:00 AM.
Mark "RFQ #: 2026-12 - FORT RINGGOLD PARK IMPROVEMENTS PROJECT" on the
outside of mailing envelope/package. It is the responsibility of the submitting entity to ensure that
the proposal is received in a timely manner.
The statement of qualifications received after the deadline will not be considered for award,
regardless of whether or not the delay was outside the control of the submitting provider. The City
of Rio Grande City reserves the right to negotiate with any and all service providers submitting
timely proposals.

1. INTRODUCTION:
The City of Rio Grande City, is soliciting for statement of qualifications from a qualified firm to
provide professional landscape architecture services for a park improvements project, including
but not limited to parks recreational facilities, trails, streetscapes, public spaces, beautification
projects, and grant funded improvements.
The selected firm(s) will assist the City's Parks and Recreation Department with the planning,
design, construction documents, bidding phase, construction administration, grant support, and
related professional services for the "Fort Ringgold Parks Improvements Project" that will be
funded through the Texas Parks and Wildlife Department (TPWD) Local Parks Grant Program.
Assisting the City with the development and implementation of park and recreational
improvements in accordance with TPWD requirements, grant guidelines, applicable state and
federal regulations, and City standards. This procurement is being conducted in accordance with
the Texas Professional Services Procurement Act, Texas Government Code Chapter 2254.
The City, reserves the right to reject any or all statement of qualifications or to waive any
informalities in the RFQ process in accordance with the Texas Local Government Code Chapter
252. The statement of qualifications may be held by the City for a period not to exceed 60 days
from the date of the RFQ's were submitted for the purpose of reviewing the statement of
qualifications and investigating the vendor/firm prior to the contract award.
2. PROJECT DESCRIPTION:
The City intends to pursue and/or implement park improvement projects through the Texas Parks
and Wildlife Department (TPWD) Local Park Grant Program. Proposed improvements may
include, but are not limited to:
* Park master planning
* Trail improvements

* Playground facilities
* Outdoor recreational amenities
* Sports and fitness areas
* Shade structures and site furnishings
* Landscaping and irrigation improvements
* Nature and environmental enhancements
* ADA accessibility improvements
* Lighting and beautification improvements
* Drainage and site development coordination
* Parking and pedestrian circulation improvements
The selected firm may provide services for one or multiple phases of the project, including pre-
award planning assistance and post-award implementation services.
3. SCOPE OF WORK:
The selected landscape architecture firm may be requested to provide services including, but not
limited to:
Planning and Preliminary Services:
* Site analysis and inventory
* Public input meetings and stakeholder coordination
* Conceptual and schematic design
* Cost estimating
* Grant application support and coordination
* Park master planning assistance
Design Services:
* Preparation of construction plans and specifications
* Landscape, irrigation, and hardscape design

* ADA compliance coordination
* Coordination with engineers and subconsultants
* Preparation of bid documents
Bidding and Construction Phase Services:
* Bid phase assistance
* Construction administration and observation
* Review of contractor submittals
* Assistance with change orders
* Final inspections and project closeout
Grant Compliance Assistance:
* Coordination with TPWD requirements
* Assistance with required grant documentation
* Coordination during grant administration and reimbursement processes
4. MINIMUM QUALIFICATIONS:
Interested firms shall meet the following minimum qualifications:
* Must be licensed to practice landscape architecture in the State of Texas
* Demonstrated experience with park and recreational projects
* Demonstrated experience with TPWD Local Park Grant projects preferred
* Experience with municipal projects and public funding requirements
* Ability to provide all required insurance coverage

7. SELECTION PROCESS:
Selection will be made in accordance with the Texas Professional Services Procurement Act
(Texas Government Code Chapter 2254). Firms will be evaluated and ranked based on
demonstrated competence and qualifications.
The highest-ranked firm will be invited to negotiate a fair and reasonable contract for services. If
an agreement cannot be reached, negotiations may be terminated and initiated with the next
highest-ranked firm. The agreement shall be subject to available funds by the City of Rio Grande
City.
8. SUBMISSION DEADLINE:
Statement of Qualifications must be received no later than Tuesday, June 30, 2026 at 11:00 AM.
