Dear Professional Service Providers:
Attached is a copy of the City of Rio Grande City’s Request for Qualifications (RFQ) for
Professional Landscape Architecture Services for the Local Parks Grant Program through the
Texas Parks and Wildlife Department (TPWD). The submission requirements for the statement of
qualifications are also included in the attached RFQ packet. The firms and/or individuals that are
interested should have prior experience with state and federally funded programs.
The statement of qualifications submitted for any or all activities listed in the attached Scope of
Work. Multiple contracts may be awarded as a result of this solicitation. The City of Rio Grande
City Parks and Recreation will, in its sole discretion, determine the number of contracts awarded,
and may decide not to award any contracts.
The submission requirements for your proposal are included in the attached RFQ. Please submit
the statement of qualifications to:

The deadline for submission of qualification statements is Tuesday, June 30, 2026 at 11:00 AM.
Mark “RFQ #: 2026-12 – FORT RINGGOLD PARK IMPROVEMENTS PROJECT” on the
outside of mailing envelope/package. It is the responsibility of the submitting entity to ensure that
the proposal is received in a timely manner.
The statement of qualifications received after the deadline will not be considered for award,
regardless of whether or not the delay was outside the control of the submitting provider. The City
of Rio Grande City reserves the right to negotiate with any and all service providers submitting
timely proposals.

1. INTRODUCTION:
The City of Rio Grande City, is soliciting for statement of qualifications from a qualified firm to
provide professional landscape architecture services for a park improvements project, including
but not limited to parks recreational facilities, trails, streetscapes, public spaces, beautification
projects, and grant funded improvements.
The selected firm(s) will assist the City’s Parks and Recreation Department with the planning,
design, construction documents, bidding phase, construction administration, grant support, and
related professional services for the “Fort Ringgold Parks Improvements Project” that will be
funded through the Texas Parks and Wildlife Department (TPWD) Local Parks Grant Program.
Assisting the City with the development and implementation of park and recreational
improvements in accordance with TPWD requirements, grant guidelines, applicable state and
federal regulations, and City standards. This procurement is being conducted in accordance with
the Texas Professional Services Procurement Act, Texas Government Code Chapter 2254.
The City, reserves the right to reject any or all statement of qualifications or to waive any
informalities in the RFQ process in accordance with the Texas Local Government Code Chapter
252. The statement of qualifications may be held by the City for a period not to exceed 60 days
from the date of the RFQ’s were submitted for the purpose of reviewing the statement of
qualifications and investigating the vendor/firm prior to the contract award.
2. PROJECT DESCRIPTION:
The City intends to pursue and/or implement park improvement projects through the Texas Parks
and Wildlife Department (TPWD) Local Park Grant Program. Proposed improvements may
include, but are not limited to:
• Park master planning
• Trail improvements
