DOI DAM OPERATOR TRAINING

The Federal Acquisition Regulation (FAR) Part 10 requires the Government to conduct market research before developing new requirement documents for an acquisition. Results of market research will be used to determine whether qualified sources exist.

The Government will use responses to this notice to make the appropriate acquisition strategy.

This announcement serves to survey commercial service availability. This Sources Sought Notice neither constitutes a Request for Quote/Proposal, nor does it restrict the Government from an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey in any manner. This is not a formal solicitation.

Background:

The Department of the Interior (DOI) has jurisdiction over more than 1700 dams. Five bureaus within DOI (Bureau of Indian Affairs (BIA), Bureau of Land Management (BLM), Bureau of Reclamation (BOR), Fish and Wildlife Service (FWS), and National Park Service (NPS)) have responsibility for the operation, maintenance, and safe operation of DOI’s high and significant hazard dams and their appurtenant structures. A critical part of maintaining safe dams is performed by dam operators through their frequent eyes on the facilities. The stored water behind a dam can pose a significant threat to the downstream community in the way of life loss and economic damages in the event of failure. A frequent assessment of the dams is essential to maintain their safe condition. Dam operators provide this essential role through routine (e.g., monthly) inspection and monitoring of each dam. Multiple job titles are used to describe the personnel who perform this important task, but for the purpose of this document they will be referred to as Dam Operator. A single dam will typically have one or more assigned Dam Operators.

Description of Service:

The Bureau of Reclamation is seeking sources to develop training that will train individuals to understand their role in dam safety, how to monitor facilities under their purview, and understand how potential failure modes develop, how to identify potential issues, and what to do in the event these potential issues arise at the dams under their purview.

All small business contractors interested who can meet the requirements stated above should respond, in writing, with information describing their interest, capabilities statements, and answering all questions below.

Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11, required registration in the System for Award Management (SAM).

Request for Information Questions must be submitted with your capabilities statement.

All interested small business contractors MUST answer the following questions:

1. What do you recommend the North American Industry Classification System (NAICS) code to be for a dam operator training development course? The Government is currently considering NAICS code 611430 - Professional and Management Development Training.

2. What is your firms SAM Unique Entity Identification Number?

3. What is your small business designation (i.e., small, small disadvantaged, woman-owned, hub zone, veteran owned, tribally owned, etc.) and what is your firms primary NAICS code for this designation?

4. Does your firm have experience in developing dam operator training course(s)? If so, how many years of experience does your firm have and what Government agency have you provided this service? Be very specific.

5. What type of specialize certifications, if any, should the Government require for the development of dam safety operator training?

6. If your firm has developed same or similar type of training, what was the approach for developing the required training?
7. Does your Firm have any existing Federal Contracts?

Response Format:

Interested parties who believe they are capable of performing the commercial service for developing dam safety operator training are invited to indicate their interest by providing their company name, company address, cage code, point of contact, email address, and telephone number.

Interested parties are requested to respond to this Sources Sought Notice in Microsoft Word or Adobe PDF format. Responses are limited to 15 pages, including cover and administrative pages.
