Title: RFP for Building and Fire Plan Review, Inspection, and Administrative Services (2027–2030)
Addenda: 0
Release Date: 10/14/2026
Due Date: 11/20/2026
The City of South San Francisco is seeking qualified professional consulting firms to provide administrative support, building plan review and inspection services, fire plan review and construction inspection services, and other specialized technical services as needed by the Building Division and Fire Prevention Division. The City is looking to establish a pool of dependable, experienced consultants who can respond to fluctuating workloads, support a variety of commercial and residential projects, and meet the needs of complex, multistory, mixed-use, and biotechnology research and development projects.
The selected consultants will help the City maintain timely, efficient, and high-quality permitting and inspection services through responsive staffing, coordinated building and fire reviews, consistent code interpretation, and effective communication with City staff and project applicants. The anticipated contract term is July 1, 2027, through June 30, 2030, with the option for up to two additional one-year extensions. The City may award agreements to multiple firms and assign work based on project needs, qualifications, availability, performance, and cost. Qualified firms with demonstrated technical expertise, strong customer service, and the capacity to support the City's evolving operational needs are encouraged to submit proposals.
The City of South San Francisco is a growing community in San Mateo County with a strong commercial, residential, and biotechnology presence. The City's biotechnology industry, particularly east of Highway 101, has contributed to significant development activity and increasingly complex construction projects. This growth creates ongoing demand for timely and reliable building and fire plan review, inspection, and administrative services to support project applicants while ensuring compliance with applicable codes and regulations.
The Building Division and Fire Prevention Division experience fluctuating workloads and must be able to respond to projects with varying levels of complexity, tight schedules, and short-notice inspection needs. Because building and fire reviews often involve the same projects, effective coordination between the two disciplines is essential to minimize duplicative efforts, maintain consistent code interpretations, and avoid unnecessary delays. The City is seeking experienced consultants who can provide flexible staffing, specialized technical expertise, responsive customer service, and dependable turnaround times to supplement City staff and help maintain an efficient, coordinated permitting and inspection process.
