Bids for Contract No. 5 – New Chlorine Chemical House at Water Treatment Plant will be
received by Jayess Topeka Tilton Water Association in Lawrence County, Mississippi, herein
called the “Owner”, at the Office of Dungan Engineering located at 1574 Highway 98 East,
Columbia, MS 39429 until 12:00 pm , (Local Time) on May 22, 2026. Bidders who wish to
submit bids electronically in lieu of a sealed bid may submit their bid through email to Brock
White, PE at bwhite@dunganeng.com.
The work involved in the project includes installation of a new 9’ square cmu building including
chlorination equipment.
The Plans, Specifications, and Contract Documents may be examined at the following locations:

bwhite@dunganeng.com. A bid bond is not required. Jayess Topeka Tilton Water Association
WILL NOT require a Performance or Payment Bond from the successful bidder. No payment for
work will be made until all work required by the project documents is complete and has been
accepted by the Owner.
A pre-bid conference for this project will be held at the Jayess Topeka Tilton Water Association
Water Office located at 23 Bismark Rd, Jayess, MS 39641, on May 18, 2026 at 9:00 AM (CST).
The Owner reserves the right to reject any bid received from a Contractor that does not attend the
pre-bid conference.
Minority and women’s business enterprises are solicited to bid on this contract as prime
contractors and are encouraged to make inquiries regarding potential subcontracting
opportunities and equipment, material and/or supply needs.
Any contract or contracts awarded under this invitation for bids are expected to be funded in
whole or in part by anticipated funds from the ARPA Rural Water Association Infrastructure Grant
(RWAIG). Neither the State of Mississippi, the Local Governments and Rural Water Systems
Improvements Board, nor any of their employees is or will be a party to this invitation for bids or
any resulting or related contracts. This procurement will be subject to all applicable sections of
the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with
RWAIG Program Regulations.

The undersigned bidder understands that the quantities mentioned above are approximate only
and are subject to either increase or decrease, and hereby propose to perform any increased or
decreased quantities of work at the unit prices bid for each item.
The undersigned bidder understands that all work for which no pay items are provided in the
proposal will not be paid for directly and compensation therefore shall be considered included in
the prices and payment for other bid items.
CONSTRUCTION TIME: The undersigned bidder agrees to complete the work in 45 Calendar
Days from the date of a “Notice to Proceed” issued by the Engineer.

time frame established herein, liquidated damages will be assessed in the amount of two
