Description

The Federal Aviation Administration intends to award a single source contract to Goldratt Consulting LLC.



This effort is for specialized consulting services using the Theory of Constraints (TOC), a proven methodology for identifying and resolving bottlenecks in complex operational systems. This engagement will support the FAA’s efforts to improve the efficiency and effectiveness of its air traffic operations and internal program management. Services to be provided include in-depth diagnostic analysis, TOC-based process improvement workshops, customized training for FAA personnel, and implementation support tailored to the agency’s regulatory and operational environment.



The Goldratt Group is uniquely qualified to deliver these services due to its demonstrated success in the aviation industry as well as direct lineage to Dr. Eliyahu M. Goldratt, the founder of the Theory of Constraints and author of The Goal. The firm holds exclusive rights to proprietary TOC methodologies, including advanced Thinking Process Tools, TOC for Government frameworks, and customized performance optimization models specifically designed for high-stakes, government-regulated environments like aviation.



In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform the industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA.



This announcement is for informational purposes only and not a Solicitation/Request for Proposal. This requirement will be awarded to Goldratt Consulting and is not available for full and open competition.
