April 23, 2026CITY OF WATKINSVILLE POLICE CAMERAS. Watkinsville is requesting proposals from qualified vendors for purchase, installation, and implementation of ten (10) in-car vehicle camera systems, ten (10) body-worn camera units, and a secure, cloud-based digital evidence management system for use by the Police Department.


The scope of work includes furnishing all equipment, installation in designated police vehicles, configuration of body-worn camera devices, and full deployment of a cloud-based system for storage, management, and retrieval of digital evidence. Work shall also include all necessary mounting hardware, software licensing, system integration, user setup, data migration (if applicable), and training for personnel. All equipment and services shall meet or exceed applicable industry standards, CJIS compliance requirements, and manufacturer specifications.


The proposal shall itemize each cost. Completion is to be within 30 days of formal approval of contract. Proposers will need to be able to provide Certificate for Liability Insurance coverage in a minimum of $1,000,000, which shall name the City as additional insured, and proper evidence of Worker’s Compensation Insurance coverage, and name and telephone number of Proposer’s Bank reference. The Proposer must submit with its proposal a detailed written statement of its qualifications, including a copy of any state license and any required occupation tax permit or business license.


Criteria for evaluation and selection include experience, qualifications of key personnel, capacity of firm, current workload, proposed level of service, mobility and proximity, list of project experience in last 3 years, and references. It is not the intent of the RFP to solicit an overly long response, but it is important the firm’s experience/expertise be adequately described. It will be more useful to address abilities and expertise directly comparable to this project than to include a list of all projects. The City welcomes additional information the proposer may wish to supply which may be of assistance.


All interested proposers shall submit a sealed proposal, in duplicate, to Watkinsville, 191 VFW Drive, Watkinsville, GA 30677 no later than 10 a.m. EDT, May 14, 2026. All proposals must be clearly marked in the lower left-hand corner: “Sealed Quotation – Police Cameras.” Proposals must be signed and dated by an individual legally authorized to commit to the services contemplated in the proposal. At 10 a.m. EDT, May 14, 2026, all proposals shall be publicly opened and summarized aloud. Proposals are expected be presented for consideration at the May 20, 2026 Council meeting.


Any proposal may be withdrawn until time set for opening the proposals. Any proposal not so withdrawn shall, upon opening, constitute an irrevocable offer for a period of ninety days. Proposal responses received later than 10 a.m. EDT, May 14, 2026 will be rejected. The City will not be responsible for late deliveries, or addressed incorrectly, or otherwise delivered untimely.


Proposals will be evaluated and award will be made on the basis of cost and technical considerations most advantageous to the City. Evaluation will include cost, materials, experience, past performance, warranty, schedule, and other relevant factors. Watkinsville reserves the right to waive any informality or to reject any or all proposals, to evaluate proposals, and to accept any proposal which in its opinion may be in the best interest of the City.
Watkinsville has the right to add or delete from the contract once awarded.  Award will be to the most responsive, responsible proposer. Award of contract will be made within 60 days of the proposal opening, with the terms of the contract reduced to writing, signed by both parties, and approved at a public meeting, per O.C.G.A.
