Target Audience Market Research for the U.S. Embassy/Consulate in Ecuador



The U.S. Embassy in Ecuador seeks to contract a company to conduct public opinion research in Quito, Guayaquil, and Manta on key strategic messaging themes. The objective of this research is to understand and measure the factors affecting local public opinion and attitude on specific topics involving the partnership between the United States and Ecuador across public, private, and civil society entities. Due to the nature of the scope of work, the company will work closely with the Public Diplomacy Section (PDS) in drafting the target audiences and specific questions to conduct qualitative and quantitative research.



Service specifications will include:



· Compensation for Project Coordinator, Field Manager, Analyst, Interviewers, and Supervisors.



· All travel costs associated with research including airfare, lodging in Quito, Guayaquil, Manta, and per diem.



· Conduct qualitative research via focus groups and interviews with residents of Quito, Guayaquil, and Manta. The company will provide modest compensation for participants, which should be accounted for in the proposed budget.



· Produce a “flash” report that will allow the U.S. Embassy and Consulate and the company to design a questionnaire to be deployed immediately after the focus groups and the interviews.



· Conduct quantitative Computer Assisted Personal Interviews surveys, or similar assessment tools, for three cities using a digital device to record each answer on a private online platform.



·



· The provider will submit a final report to the U.S. Embassy and Consulate three weeks after the conclusion of field research, which will include comprehensive data on public opinion, the provider’s analysis of trends and tendencies, and recommendations for integration of analysis into strategic communications campaigns.



· The company will present their findings and report during a one-day in person interactive workshop with the U.S. Embassy and Consulate personnel in Quito.



Period of Performance: The performance period will last for six (6) months,



Proposal presentation:



Each offer must consist of the following:




  • List of clients over the past 5 years, including if the company worked with a government institution.

  • Biding companies must submit an example of a recent market audience survey they have conducted.



References Certificates (provide dates of contracts, places of performance, contact names, telephone and fax numbers and email addresses). Offerors are advised that the past performance information requested above may be discussed with the client’s contact person. In addition, the client’s contact person may be asked to comment on the offeror’s:




  • Quality of services provided under the contract

  • Compliance with contract terms and conditions.

  • Effectiveness of management.

  • Willingness to cooperate with and assist the customer in routine matters, and when confronted by unexpected difficulties; and

  • Business integrity / business conduct.





The U.S. Embassy intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

Your proposal must be submitted, by e-mail, to the Contracting Officer, at QuitoContracts@state.gov before 4:00 p.m., local time, on September 19, 2025. No proposal will be accepted after this time.



It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 25MB. If the file size should exceed 25MB, the submission must be made in separate files and attached to separate emails with less than 25MB each.



The technical and economic proposals must be submitted separately. Do not include pricing within the technical proposal. Failure to that may deem the offeror’s proposal to be considered non-responsive to the terms of this solicitation.



Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102.



Failure to be registered at the time of proposal submission shall deem the offeror’s proposal to be considered non-responsive to the solicitation instructions and requirements and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
