1. Notice to Bidders
Island County is seeking bids from qualified electrical testing contractors to perform load/current
readings, infrared thermography, and testing of the main 1600A, 480V switchboard distribution panel,
main circuit breaker, ground-fault function, and associated molded-case circuit breakers at the Island
County Annex Building, 503 N Main Street, Coupeville, Washington.
This solicitation is being issued through direct outreach to qualified contractors as a small public
works project with an estimated value of approximately $25,000. The work is anticipated to be subject
to Washington State prevailing wage requirements. Award, if made, is intended to be to the lowest

responsive, responsible bidder, subject to County review of bidder qualifications, licensing, safety
requirements, insurance, site access requirements, and ability to perform the work within the required
outage and detention-facility constraints.
Facility constraint. The switchboard is located in a utility corridor accessible through secured areas of
a functioning detention facility. Work will require special scheduling, security coordination, and
arrangements for test power independent of the service entrance to be tested.
Reference attachments. The County may provide a reference photograph and a preliminary riser
diagram with this solicitation. These materials are provided for bidder awareness only and are not as-
built documents. Bidders remain responsible for mandatory site review and field verification.
2. Scope of Work
The Contractor shall furnish all labor, equipment, tools, test instruments, temporary test power,
materials, services, skills, supervision, documentation, reporting, safety controls, and incidentals
required to complete the work described in this solicitation. The Contractor shall perform the work in a
professional manner and coordinate all work affecting operations with County staff.
A. Base Bid Work
* Load/current demand readings: Measure feeder and main load currents while the facility
remains in full operation, either immediately before the outage or at another County-approved
operating time. Spot readings using clamp-on meters are acceptable unless the Contractor
recommends a different method in the bid.
* Infrared thermography: Perform an infrared thermal scan of energized portions of the
switchboard, including bus connections, taps, circuit breakers, and other accessible critical
connections. Include photographs, temperatures, load context where available, and
explanation of abnormal conditions in the final report.
* Switchboard testing: Test the main 1600A, 480V switchboard and 1600A main circuit breaker,
including ground-fault function, and nine molded-case thermal magnetic breakers. Testing
shall verify insulation performance, mechanical condition, contact condition, and clearing time
where applicable.
* Standards: Perform testing in conformance with applicable industry standards, including
ANSI/NETA MTS-2023 Standard for Maintenance Testing Specifications for Electrical Power
Equipment and Systems, and applicable safety requirements.
* Temporary test power: Provide a separate portable generator or other approved independent
source of test power required to perform testing. Coordinate generator location, cable routing,
lighting, and required temporary arrangements with County staff before scheduling outage
work.

* Outage support: Complete testing requiring de-energization within the County-approved
outage window. The anticipated outage duration is 6 to 8 hours, subject to Contractor
confirmation and County approval.
* Note on scope structure. Load/current readings and infrared thermography are included in the
Base Bid because they directly support the County's objective of assessing switchboard
condition, current demand, and potential hot connections before continued service or future
improvement decisions are made.
B. Pre-Testing Requirements
* Attend the mandatory site visit and verify existing conditions, access restrictions, staging,
equipment clearances, generator staging, temporary cable routing, security requirements, and
anticipated outage constraints.
* Review available single-line diagrams, reference riser diagram, equipment nameplates,
previous equipment information, and County-provided background materials.
* Coordinate with County Facilities, Jail operations, and other affected County staff for outage
timing, access, escort requirements, emergency generator operation, and facility operating
constraints.
* Assist County staff with planning for test operation of the existing emergency generator,
including verification of adequate fuel and emergency circuits expected to remain operational
during the outage. County facility staff are expected to be available for this coordination.
* Identify the temporary test power source and lighting requirements before scheduling outage
work.
* Provide a written safety plan covering qualified personnel, lock-out/tag-out, arc-flash
protection, PPE, energized-work limitations, emergency communication, and materials or
chemicals to be used onsite.
* Obtain any required hot-work, lock-out/tag-out, or County facility approvals before beginning
field work.
C. Arc-Flash and Electrical Safety Information
The following preliminary arc-flash information is provided for bidder awareness and planning. The
Contractor is responsible for verifying conditions, using qualified electrical workers, selecting
appropriate PPE, establishing a safety plan, and complying with all applicable safety standards and
procedures. The County and its consultants do not relieve the Contractor from responsibility for worker
safety or means and methods.

D. Operating Inspection and Measurements
* Measure load currents on feeder circuits while the facility remains in operation.
* Perform infrared scan of energized accessible switchboard components, including bus
connections, taps, circuit breakers, and other critical connections.
* Photograph and document abnormal thermal conditions, observed deficiencies, and
conditions requiring additional evaluation.
* Coordinate timing of load measurements and infrared scan so thermal observations can be
reasonably related to load conditions when possible.
E. De-Energized Switchboard and Breaker Testing
* Isolation: De-energize the switchboard and verify a zero-energy state before touching
components.
* Visual inspection: Check for physical damage, proper alignment, anchorage, grounding, signs
of overheating, contamination, deterioration, or other visible deficiencies.
* Mechanical inspection: Operate mechanical interlocks, doors, latches, and breaker
mechanisms to verify smooth function.
* Cleaning: Vacuum internal dust and debris. Do not use compressed air unless the Contractor
identifies a safe method approved by the County.
* Torque checks: Verify bolted electrical connections using calibrated torque tools consistent
with manufacturer recommendations or applicable industry standards.
* Insulation resistance: Perform 1,000 VDC megger testing phase-to-phase and phase-to-ground
for one minute unless conditions require a different industry-accepted method.
* Contact resistance: Perform micro-ohm or millivolt drop testing across bolted bus joints and
breaker contacts where applicable.

* Molded-case circuit breakers: Inspect cases for cracks, burns, overheating, and toggle
operation. Test insulation resistance in open and closed positions as applicable. Test trip
function using primary injection where appropriate, or secondary injection where applicable to
available trip units.
* Ground-fault function: Record ground-fault settings before testing and again after completion
of work. Test the ground-fault function of the main breaker as applicable.
F. Deliverables
* Individual test result sheets for switchboard and breaker testing.
* Comparison of results against applicable NETA/IEEE or manufacturer-accepted values where
available.
* Infrared thermal scan photo documentation with temperature data and explanation of
abnormal conditions.
* Load/current readings for measured feeders and main equipment, including date/time and
operating conditions when known.
* Deficiency list identifying failed tests, damaged components, abnormal heating, out-of-spec
torque values, or other concerns.
* Recommended corrective actions, urgency/risk ranking where appropriate, and limitations on
continued equipment use, if applicable.
* Final report signed by the Contractor's qualified representative. If the Contractor proposes a
licensed engineer review or seal, that shall be clearly stated in the bid.
3. Contractor Qualifications and Responsibility Requirements
By submitting a bid, the Contractor certifies that it meets or will satisfy the following requirements
before award or commencement of work, as applicable:
* Licensed to perform the proposed work in the State of Washington.
* Experienced in commercial or institutional switchboard, breaker, ground-fault, and electrical
maintenance testing of similar voltage and equipment type.
* Access to necessary testing equipment, temporary power equipment, tools, PPE, and qualified
electrical workers.
* Documented safety program and ability to perform work under secured detention-facility
constraints.
* Ability to complete required security screening/background check requirements for personnel
entering secured areas.
* Satisfactory record completing similar projects in accordance with contract documents and
schedules.

* Ability to provide required insurance, prevailing wage documentation, and any bond or
retainage documentation required for a small public works contract. The Contractor may
request 10% retainage in lieu of a performance/payment bond, subject to County approval and
applicable statutory requirements.
4. Mandatory Site Visit
A mandatory site visit is required. Bids from firms that do not complete the mandatory site visit will not
be considered unless waived in writing by the County before the bid deadline. The site visit will be
scheduled by appointment due to secured-facility access and operational constraints.

During the site visit, bidders shall review access routes, equipment location, temporary generator
staging, temporary cable routing, outage constraints, switchboard configuration, security
requirements, and conditions affecting the cost or performance of the work.
5. Bid Submittal Requirements
Bids shall be complete but succinct and shall include the following:
* Completed Bid Form, including Base Bid amount and Washington State sales tax shown
separately if applicable.
* Company name, address, UBI number, Washington State L&I workers compensation account
number, and contractor license information.
* Name, title, phone number, and email address for the Contractor's primary contact.
* Brief statement of qualifications and similar electrical testing experience.
* Names and roles of key personnel assigned to the work, including qualifications or
certifications relevant to electrical testing and safety.
* Proposed approach to outage planning, temporary test power, load readings, infrared
thermography, testing, and reporting.
* Confirmation of ability to satisfy secured facility access, background screening, safety, and
scheduling requirements.
* Three references for similar work, if available.
* Disclosure of actual or potential conflicts of interest.
* Any proposed exceptions, clarifications, or exclusions. Exceptions not stated in the bid may be
deemed waived.

6. Questions and Addenda
All bidder questions must be submitted in writing to the County Contact by the question deadline. No
oral modifications, oral clarifications, or informal directions shall change this solicitation. The County
may issue written clarifications or addenda to all known bidders. Technical questions may be routed by
the County to Braaksma Engineering for input; however, official bidder direction shall be issued by the
County in writing

8. Evaluation and Award
This solicitation is being issued through direct outreach to qualified contractors for a small public
works project. The County intends to award to the lowest responsive, responsible bidder.
Responsiveness and responsibility may include, without limitation:
* Completeness and responsiveness of the bid;
* Ability to meet the technical specifications and outage requirements;
* Required licensing, insurance, prevailing wage compliance, and safety qualifications;
* Experience with similar switchboard, breaker, ground-fault, and electrical maintenance
testing;
* Ability to comply with secured facility access and background screening requirements;
* References and record of satisfactory past performance;
* Price.
The County reserves the right to reject any or all bids, waive minor irregularities, request supplemental
information, negotiate with the apparent successful bidder where allowed, cancel the solicitation, or
take other action in the County's best interest. This solicitation does not commit the County to award a
contract or pay any bidder costs incurred in preparing or submitting a bid.

9. Contract, Prevailing Wage, Insurance, Bonds, and Retainage
Contract: The selected Contractor will be required to execute a County-approved contract, service
agreement, purchase order, or other written authorization before commencing work.
Prevailing wage: This work is anticipated to be subject to Washington State prevailing wage
requirements. The Contractor is responsible for all required intents, affidavits, certified payroll records
if applicable, and compliance with all prevailing wage requirements.
Insurance: Before commencing work, the Contractor shall provide certificates of insurance and
endorsements acceptable to the County. Required coverages and limits shall be confirmed before
issuance or award. At a minimum, the County anticipates requiring commercial general liability,
automobile liability, and workers compensation coverage. Professional liability may be required if the
Contractor's proposed scope includes professional engineering review or report.
Bid guarantee: A bid guarantee is not required for this solicitation.
Bonds and retainage: For contracts exceeding $5,000, performance/payment bond and retainage
requirements apply as required by Washington law. For contracts of $150,000 or less, the successful
Contractor may request that Island County withhold ten percent (10%) retainage in lieu of requiring a
performance/payment bond, subject to County approval and applicable statutory requirements. If
approved, the County will withhold ten percent (10%) of the contract amount as retainage in lieu of the
performance/payment bond. Retainage will be released after final acceptance and receipt of required
releases or clearances, as applicable. Nothing in this section waives the Contractor's responsibility to
comply with prevailing wage, licensing, insurance, safety, tax, labor, and public works requirements.
No work before authorization: The Contractor shall not commence work until the County issues
written notice to proceed or other written authorization.
10. Indemnification
To the fullest extent permitted by law, Contractor shall indemnify, defend, and hold harmless Island
County, agencies of Island County, and all officials, agents, and employees of Island County from and
against all claims arising out of or resulting from the performance of the Contract. Claim means any
financial loss, claim, suit, action, damage, or expense, including attorney fees, attributable to bodily
injury, sickness, disease or death, or injury to or destruction of tangible property, including loss of use
resulting therefrom. Contractor's obligation includes any claim by Contractor agents, employees,
representatives, subcontractors, or subcontractor employees.
Contractor expressly agrees to indemnify, defend, and hold harmless Island County for any claim
arising out of or incident to Contractor or subcontractor performance or failure to perform the
Contract. Contractor's obligation shall not be eliminated or reduced by alleged or actual concurrent
negligence of Island County or its agents, agencies, employees, and officials, except to the extent
prohibited by law.

11. Conflicts of Interest
Bidders are subject to applicable federal, state, and County conflict-of-interest laws, regulations, and
guidelines. Each bidder shall disclose whether the bidder, its company, or any individual within the
company represents any client or interest, or has any financial or other personal interest, that creates
or may create an actual or potential conflict in performing the work for the County. Any facts known or
later discovered that create or may create an actual or potential conflict shall be fully disclosed in
writing to the County.
12. Additional Provisions
* Bids shall be prepared at the sole cost and expense of the bidder.
* Submission of a bid certifies that the bidder and any subcontractor are not currently debarred,
suspended, proposed for debarment, declared ineligible, or voluntarily excluded from
participation by any state or federal department or agency, and that the County will be notified
of any change in that status.
* Nothing stated by any County representative shall change this solicitation unless confirmed in
writing by the County.
* The Contractor shall not assign, transfer, or subcontract any part of the agreement without
written County approval.
* The County may cancel the resulting agreement as provided in the County-approved contract
or written authorization.

Questions regarding this RFB shall be submitted in writing to the County Contact by the deadline listed
in the anticipated schedule.
The County may issue written responses or addenda as needed. Only written responses issued by the
County shall be considered official.
Proposers shall not rely on oral statements, informal communications, or interpretations not issued in
writing by the County.
15. Reservation of Rights
Island County reserves the right to:
1. Reject any or all submissions.
2. Waive informalities or irregularities.
3. Request clarification of submitted information.
4. Request additional information from any proposer.
5. Modify or cancel the solicitation.
6. Modify the project scope.
7. Conduct interviews.
8. Award no contract.
9. Reissue the solicitation.
10. Take any action deemed in the best interest of the County.
16. Public Records
Submissions received by Island County may be subject to disclosure under the Washington Public
Records Act, Chapter 42.56 RCW.
Proposers shall clearly identify any information they believe is exempt from public disclosure. Marking
an entire submission as confidential is not acceptable.
The County will respond to public records requests in accordance with applicable law. The County
does not guarantee that information marked confidential or proprietary will be exempt from disclosure.
