REQUEST FOR QUALIFICATIONS (RFQ 2026-04)
CITY OF PALATKA
PLATT DREW RECLAMATION FACILITY
HEADWORKS REHABILITATION PROJECT
COMMERCE AGREEMENT NO. MS008
I. NOTICE TO RESPONDENTS
The City of Palatka, FL (the "City"), requests Statements of Qualifications
from qualified Florida-licensed engineering firms to provide professional
engineering, environmental review support, permitting, bidding,
construction-phase services, and closeout support for the City's Platt Drew
Reclamation Facility Headworks Rehabilitation Project (the "Project").
This procurement is governed by:
Fla. Stat. 287.055 (Consultants' Competitive Negotiation Act);
2 C.F.R. 200.318-200.327;
24 C.F.R. pt. 58;
Commerce Agreement No. MS008 and its attachments;
Applicable City procurement policies and procedures; and
All other applicable federal, state, and local laws, rules, and
regulations.
No price or fee information shall be included in the Statement of
Qualifications, and price shall not be evaluated in the initial ranking.
Compensation will be negotiated only with the highest-ranked qualified firm
a(cid:462)er selection.

The selected Consultant shall provide services from pre-design through
design, environmental compliance support, permitting, bidding support,
construction-phase services, commissioning, closeout, and grant-related
technical support, as further described in this RFQ and the resulting
professional services agreement.
The Consultant shall not submit a final technical solution in response to this
RFQ. The final technical solution will be developed a(cid:462)er award, during the
pre-design phase, following contract execution, site investigation, document
review, and coordination with City staff.
II. PROJECT BACKGROUND
The City's wastewater treatment facility, the Platt Drew Reclamation Facility,
is a critical public utility that serves City residents and businesses and
supports public health, environmental protection, and disaster resilience. It
is located at 3010 Browns Landing Road Palatka, FL 32177.
The City has received CDBG-DR funding under Commerce Agreement No.
MS008 to rehabilitate and upgrade the facility's headworks and construct a
new, higher-capacity influent channel with associated screening and grit
removal improvements.
The Project is intended to replace obsolete and storm-damaged equipment
and improve the Facility's ability to manage wet-weather flows and storm-
related inflow conditions. The work will strengthen system resilience, protect
public health, and support long-term wastewater operations citywide.
The City seeks a single prime consultant team that can coordinate all
required professional disciplines through in-house staff and committed
subconsultants, including environmental review support, so that the City is
not required to separately procure core project disciplines during
performance of the Work.
The Project is funded solely by the grant amount identified in Commerce
Agreement No. MS008, subject to the terms and conditions of that
agreement, the applicable federal and state requirements, and the
availability of funds.

III. PROJECT OBJECTIVES
The objectives of this procurement are to obtain a qualified Consultant team
that will:
1. Develop a complete and coordinated engineering solution for the
headworks rehabilitation Project;

employees and subconsultants.
