REQUEST FOR PROPOSAL (RFP)

CONCESSION OPERATION AT THE GREAT BEND SPORTS COMPLEX CITY OF GREAT BEND

The City of Great Bend (City) is soliciting proposals to operate and manage the concessions area at the Great Bend Sports Complex. The selected concessionaire will be required to operate the facility according to the terms and conditions as outlined in the City's contract agreement.

The concessionaire will be responsible for the maintenance, repair and care of all equipment provided by the City and the replacement of equipment upon its failure after each warranty has expired. The equipment purchased by the City will remain the property of the City at the conclusion of the contract. The following is a list of City-owned equipment:


Frusheez Machine Shaved Ice Machine Hot Dog Roller

Nacho Cheese Dispenser Popcorn Machine

Pretzel Warmer Ice Machine Microwave Refrigerator Freezer


It will be the responsibility of the concessionaire to identify any necessary improvements for the operation of the concession and to inform the City as to the type of improvements desired. Requested improvements will be at the sole financial responsibility of the concessionaire. Any improvements must be approved by the City prior to their implementation.

The selected concessionaire will be required to satisfy the following conditions as a part of the concession operations:

  • The concessionaire will be responsible for hiring the necessary staff to conduct the operation of the concession. The concessionaire will comply with all federal, state, and local laws related to minimum wage, social security, nondiscrimination, ADA, unemployment compensation, and worker's compensation.
  • Hours of operation may vary based upon baseball/softball seasons, weather, and scheduled activity. Hours will include weeknights and weekends as necessary.
  • The concessionaire will be expected to serve quality food and drinks to meet the needs of the visiting public. Simple menu items such as pizza, hot dogs, nachos, popcorn, pretzels, and other snacks should be offered at competitive prices. Beverages should include sodas, juice drinks and bottled water. The sale of alcoholic beverages is prohibited on City-owned property.
  • The concessionaire will be required to secure and abide by all licensing requirements of the State of Kansas .
  • The concessionaire will be responsible for the collection and proper payment of any sales tax applicable to the sale of concessions.
  • The concessionaire will agree to indemnify and hold harmless the City against any loss or liability resulting from injuries and/or death to persons or damage to property caused by any means in its development and operation of the premises, and will at all times maintain a current general liability insurance policy covering all of its operations with the minimum limits of $500,000 for bodily injury and $500,000 for property damage. Said policy shall name the City as an


additionally insured party and a current copy of said policy or certificate of insurance shall be filed with the City.

  • The concessionaire agrees to indemnify and hold harmless the City from any losses or injury suffered by tenant, its members, servants, agents, employees, equipment, or other property resulting from any action, accident, negligence, or any other cause whatsoever in its use of the premises.
  • Concessionaire agrees to pay 10% of gross receipt to the City as rent/use of the facility.

As part of the RFP, prospective concessionaires should provide their qualifications for the operation of the concessions. This would include the following information:

  • A description of previous experience in successfully operating and managing a similar type of business.
  • A description of anticipated staffing for the operation of the concessions.
  • A sample menu including proposed prices.

  • At least three references that have firsthand knowledge of the potential concessionaire's ability to successfully operate and maintain the concession facility.

All proposals received by the deadline will be evaluated by a committee established by the City Administrator. Upon review and discussion of the quality and responsiveness of the proposals received, the committee will make recommendations to the City Administrator. The deadline for receipt of proposals will be noon March 7, 2025.

The successful candidate will be required to execute a concession agreement with the City, which is subject to formal approval by the City of Great Bend Governing Body . We anticipate that the concession facility will be open for business by March 25, 2025.

The City of Great Bend reserves the right to reject any or all proposals .
