    ADVERTISEMENT
    Turner Construction will receive Statements of Qualification per Iowa Code Chapter 26A (also
    referred to as Preapproval Forms herein) for construction of Des Moines Public Schools Weeks
    Middle School Classroom Addition in Des Moines, Iowa. The project consists of a two-story,
    12,898 square foot, classroom addition to the south side of the existing middle school. The
    project is located at:
    901 East Park Avenue, Des Moines, Iowa 50315
    PREAPPROVAL FORM SUBMISSION
    Statement of Qualifications Preapproval Forms must be filled out, compiled, and submitted by or
    before 2:00 PM, January 14th, 2026. Any submissions received after this time will not be
    accepted nor opened. All Statements of Qualification Preapproval Forms must be submitted
    electronically to the Building Connected website. Submitters are to contact Elise Brooten at
    ebrooten@tcco.com to request setup and access to the Building Connected website for
    Preapproval Form submission. (Note, when requesting setup and access, please indicate which
    package(s) you are interested in prequalifying for in your email request.)
    PREAPPROVAL FORM SUBMISSION WEBINAR
    A Preapproval Form Submission Webinar will be conducted on Thursday, December 18th, 2025,
    for interested submitters. Contact Elise Brooten at ebrooten@tcco.com to request access to the
    virtual meeting.
    LISTING OF WORK SCOPE PACKAGES
    Per Iowa Code Chapter 26A, Preapproval Form submissions are only being accepted at this time
    for the work scope packages listed below:
    BP 03.01 Concrete Foundations scope of work to include, but not be limited to, providing
    concrete formwork, concrete reinforcement, cast-in-place concrete placement and finishing,
    precast embed and anchor rod placement, and excavation and backfill as required by the contract
    documents for structural foundations.
    BP 03.02 Concrete Flatwork scope of work to include, but not be limited to, providing
    concrete formwork, concrete reinforcement, cast-in-place concrete placement and finishing,
    embed and anchor rod placement, as required by the contract documents for interior slabs on
    grade, interior/exterior structural slabs, exterior stoop slabs, interior/exterior slabs on deck, and
    exterior pavements or walks.
    BP 05.01 Precast, Structural Steel, Steel Deck, & Metal Fabrications scope of work to
    include, but not be limited to, providing vertical and horizontal precast architectural and
    structural concrete elements, structural steel framing, steel decking, metal fabrications, metal
    stairs, and railings as required by the contract documents for the core and shell construction.

    BP 07.01 Roofing & Sheet Metal Flashing scope of work to include, but not be limited to,
    providing the composite elements associated with the thermoplastic polyolefin roofing assembly
    and sheet metal flashing and trims as required by the contract documents for a finished weather-
    tight roof assembly.
    BP 08.03 Shutters scope of work to include, but not be limited to, providing the tornado
    resistant coiling doors as required by the contract documents for a finished tornado resistant
    assembly.
    BP 08.04 Aluminum Storefront, Curtainwall, & Glazing scope of work to include, but not
    be limited to, providing the glazed aluminum storefront framed assemblies, glazed curtainwall
    assemblies, and interior/exterior float, insulated, spandrel, and transom glazing as required by the
    contract documents for finished openings.
    BP 09.01 Gypsum Board Assemblies & Acoustical Treatments scope of work to include,
    but not be limited to, providing finished non-structural metal framed gypsum board assemblies,
    Portland cement and acrylic plaster finishes, acoustical tile ceilings, acoustical wall panels, and
    sound-absorbing ceiling units as required by the contract documents for finished wall and ceiling
    assemblies.
    BP 22.01 Plumbing & Mechanical scope of work to include, but not be limited to, providing
    underground, above ground, and overhead sanitary and storm sewer and domestic water
    distribution piping and valves; domestic water pumps; plumbing equipment; plumbing fixtures;
    miscellaneous plumbing trims and accessories; insulated and non-insulated ductwork; ductwork
    accessories; diffusers, registers, and grilles; insulated mechanical piping assemblies; power
    ventilators; air terminal units; packaged outdoor make-up air units; unit heaters; and
    instrumentation and controls as required by the contract documents for a complete and
    operational plumbing and heating, ventilating, and air conditioning (HVAC) system.
    BP 26.01 Electrical, Communications, & Electronic Safety & Security scope of work to
    include, but not be limited to, providing underground, above ground, and overhead electrical,
    communications, and electronic safety and security raceways, boxes, supports, and conductors;
    transformers, panelboards, fuses and circuit breakers; wiring devices; interior/exterior lighting
    fixtures; structured cabling; audio-visual, public address, and clock systems; and
    digital/addressable fire alarm systems as required by the contract documents for a complete and
    operational electrical, communications, and electronic safety and security system.
    BP 31.01 Site Demo, Earthwork, & Utilities scope of work to include, but not be limited to,
    providing site clearing, earthwork, trenching and backfilling, erosion and sediment control, and
    storm sewer piping and structure assemblies as required by the contract documents for proposed
    site development.

    SUBMISSION PROCEDURE
    Completed Preapproval Form submissions shall only be accepted electronically via upload to the
    project’s Building Connected website. Contact Elise Brooten at ebrooten@tcco.com to request
    access to the Building Connected website.
    SUBMISSION WITHDRAWAL
    Submissions may be withdrawn by submitter upon written request any time prior to the
    submission.
    SUBMISSION ACCEPTANCE
    The Construction Manager and/or Owner will review, and score submitted Preapproval Forms
    based upon an objective scoring process and statutory criteria. Submissions meeting or
    exceeding minimum scoring criteria shall be deemed as an approved bidder for the project. The
    Construction Manager and/or Owner retain the right to reject any/all submission documents if
    documentation is deemed flawed, incomplete, or insufficient to properly score.
    All submitters must complete and submit the correct Prequalification Forms and supporting
    documentation to be considered responsive.

    QUESTION / CLARIFICATION REQUESTS
    Any/all questions are to be submitted electronically via Building Connected website. Questions
    can be submitted at any time but must be submitted no later than 12:00 PM on Friday,
    January 2nd, 2026. Responses to questions received will be published as a clarification
    document and posted to Building Connected by 5:00 PM on Tuesday, January 6th, 2026.
