NOTICE TO HAULING COMPANIES REGARDING A REQUEST FOR BIDS

Bids to be submitted by 3:00 P.M. Tuesday April 21, 2026

Sealed bids will be received by the CITY OF PORTLAND at their offices at 100 S

Russell St, Portland, TN 37148, until 3:00 PM CST, Tuesday, April 21, 2026, and opened

Publicly at 100 S Russell St, Portland, TN 37148 at that hour. The reading of the bids will begin

at 3:01 PM CST.


When you submit your sealed bid, the outside packet should include the following information.

“Sealed Bid Enclosed”, “Project Name”, “Date of Bid Opening” and “Your Company Name”.


Summary/Background Information:

This request includes one (1) contract for the purchase and delivery of various materials. The

materials being bid are as follows: #10 screenings (Fines), #610 or Crusher Run, #57 Stone Rock, 2” –

3” Sewer Rock, Class A Rip Rap, Surge Stone, Shot Rock, Manufactured Sand, and Topsoil.


Contract Period:

This contract has a three year initial term running from July 1, 2026 to June 30, 2029

followed by two one-year renewal options.


Fuel Surcharge Provision

1. The Base fuel rate for this bid should be factored using the US Department of Energy; U.S.

on Highway Diesel Fuel Prices (dollars per gallon) for the week of March 23, 2026. The US

average is used for this bid (U.S.). The rate is $5.160 per Gallon. Use PADD 2 Midwest.

2. A fuel surcharge may be implemented in the case that the average cost of diesel fuel

exceeds twenty-five percent (25%) of this bids base fuel rate. The average fuel rate shall be

determined using the US Department of Energy U.S. On Highway Diesel Fuel Prices (dollars

per gallon). Gasoline and Diesel Fuel Update - U.S. Energy Information

Administration (EIA)

3. The fuel surcharge shall be calculated using the following formula: Current Fuel Cost – Base

Fuel Cost / 4.5 MPG. This number will be multiplied by the number of tons being delivered

and then doubled (for round trip purposes).

4. Example of fuel surcharge once the average cost has reached or exceeded 25% of the base

bid average: $7.00 (New weekly average) - $5.160 (current base price) / 4.5 (MPG) = $0.408

$0.408 * 22 (tons) = $8.99. Doubled (round trip) = $17.99 fuel surcharge for the load being

delivered.
