Sheltered Instruction Model (SIOP) Professional Development Services for ESL Teachers

Jersey City Public Schools (JCPS) seeks a qualified vendor to provide structured literacy instructional coaching to support the implementation of multisensory structured literacy practices . The goal of this initiative is to build sustainable building-level and classroom practices that improve literacy outcomes for all students in grades K–3.

JCPS serves approximately 30,000 students across 39 public school locations . Current district literacy priorities include strengthening Multi-Tiered System of Supports (MTSS) processes, improving Tier 1 foundational skills instruction, and closing literacy achievement gaps among student subgroups (including Multilingual Learners and Special Education students) .

The selected vendor will partner with building administrators, instructional coaches, classroom teachers, and interventionists through a collaborative, non-evaluative coaching framework . Core services include multi-day on-site coaching cycles, classroom observations with immediate feedback, in-class modeling, data-driven lesson planning, and administrator walkthrough support . In addition, the scope encompasses optional technical assistance for educators implementing IMSE Orton-Gillingham Plus (OG+) or Morphology+ routines, as well as standalone accredited coursework and supervised practicums leading to national credentials such as Center for Effective Reading Instruction (CERI/IDA) certification .
