The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to Johnson Controls Navy Systems (JCNS), York, PA. The contractor shall provide engineering services, technical services, specialized subcontractor services, and materials to support air conditioning and refrigeration systems. Additionally, approximately 50 New Construction HFC-134a High Efficiency Super Capacity (HESC) Air Conditioning (AC) Plants and HFC-134a HESC Chiller Backfit Kits in support of the increased demand of chilled water cooling across various ship classes throughout midlife efforts.
Pursuant to 10 U.S.C. 3204(a)(1), Johnson Controls Navy Systems (JCNS)is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort. The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
