Special Notice- 1 Year CLO Enterprise Software License

United States Army Contracting Command – Office of Aberdeen Proving Ground, Natick Division, located in Natick, Massachusetts, in support of the United States Army Combat Capabilities Development Command - Soldier Center, Soldier Protection Directorate (SPD), intends to award a sole source firm fixed price contract for five (5), one (1) year term, software licenses for CLO Enterprise Software under the authority of FAR 13.106-1(b)(1) to CLO Virtual Fashion, LLC, located at 285 Fulton ST, FL 58, STE T, New York, New York 10007-0166, United States. It is anticipated that the contract will be awarded on or before 29 November 2024.

The specific requirements are as follows:

• Five (5) one (1) year term software licenses for CLO Enterprise Software—3D clothing design software and academic subscription. These licenses will include software upgrades, maintenance, bug fixes, and support.

Market research indicates that CLO Virtual Fashion LLC is the sole source of the required software licenses.

THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. All responsible sources may submit a capability statement, proposal, or quotation. Any response shall demonstrate how the source can provide the requirements identified above without incurring unacceptable delays or duplicative costs to the Government. Additionally, any response to this notice must show by clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract is based solely within the discretion of the Contracting Officer.

Responses to this notice must be sent to Army Contracting Command – Aberdeen Proving Ground CCAP-SCN, Natick Contracting Division via EMAIL ONLY to BOTH edmund.j.bousaleh.civ@army.mil and alejandro.ayala.civ@army.mil no later than 1200 HRS ET 25 NOVEMBER 2024. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the expense of the interested source.
