This Sources Sought is a market research tool being used to determine potential and eligible business firms that are capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government would like to ensure that there is adequate competition for this procurement. Additionally, the results of this sources sought will also be utilized to determine if any Small Business Set-Aside opportunities exist. Only vendors currently on-boarded in Pool 4 “Shipboard Combat Systems” will be eligible to bid for this task order. All interested large and small businesses in Pool 4 are encouraged to respond with a statement stating their intention of submitting a proposal, should the Government issue a formal Request for Proposal (RFP) at a later date. Only those businesses or teaming arrangements that are considered small under NAICS 541330-1 will be considered for small business set-aside decisions.
INTRODUCTION
The NAWCAD WOLF Ship & Air Integrated Warfare (SAIW) Division is tasked by Naval Information Warfare Systems Command (NAVWAR) Fleet Readiness Directorate to provide Command, Control, Communications, Computers, and Intelligence (C4I) System Integration Test and Evaluation (SITE) Material Assist Team (MAT) Exterior Communications (EXCOMM), Remain-In-Place (RIP) Legacy, and technical and operational support aboard Atlantic and Pacific Fleet ships during designated availability windows. The SAIW, operating under the oLSI® model, has requirements to maintain combat readiness through engineering, technical services, and management of design changes, installations, upgrades, Ship Alterations (SHIPALTs), and related efforts to the systems. The resultant task order will be issued against the NAWCAD WOLF Rapid Acquisition Prototyping Integration and Development (RAPID) Multiple Award Contract (MAC). Only vendors currently on-boarded in Pool 4 “Shipboard Combat Systems” will be eligible to bid for this task order.
The Product Service Code (PSC) for this effort will be J020 – Installation of Equipment: Ship & Marine Equipment.
PLACE OF PERFORMANCE
The place of performance will include locations at WOLF/St. Inigoes, MD, Norfolk, VA, and San Diego, CA.
ANTICIPATED PERIOD OF PERFORMANCE
The anticipated Period of Performance (PoP) is scheduled for FY25 through FY30.
ANTICIPATED TASK ORDER TYPE
The requirement is anticipated to have Cost Plus Fixed Fee (CPFF) Level of Effort (LOE)/Term Contract Line Item Numbers (CLINs) for labor and cost reimbursable CLINs for Other Direct Costs (ODCs).

It is requested that interested businesses already on-boarded in RAPID MAC Pool 4 submit an email of their intention to bid on this RFP, should the Government issue one.
